Feeling the pangs of injustice, the two cash-strapped students appealed to the Eugene Water and Electric Board, the public agency that owns and manages the pipe, for compensa tion. Both Kingsbury and Cohen called EWEB the day after the inci dent, only to find Teresa Siemanows ki, the management assistant of the Finance Department, was absent. "I was on vacation," Siemanowski said. She added that her absence did not in any way hinder the processing of the claims. The students' claims were directed to Cascade Claims, a private claims company that Siemanowski said EWEB has contracted with. "I just found out they're covering $400 of it, and that was hard to get. ...It's been over a month of paperwork. Cascade Claims, after performing the investigation, found EWEB not re sponsible for the break. 'They claim they didn't know it was going to break," Kingsbury said. As per this policy, the two students were left empty-handed. "As a public agency, we only pay for damage we are liable for," Sie manowski added. Cohen and Kingsbury then con sulted a lawyer with ASUO Legal Ser vices, who advised them to submit claims. According to Kingsbury, "As soon as we submitted claims, they were really nice about it." In their claims letters, the two men tioned their status as cash-strapped college students. Cohen also men tioned in his letter that an EWEB offi cial had pledged to pay for damage in a television interview. The appeal worked, and while nei ther received the full compensation for the damage, both received approx imately half of their bill. "It was a compromise, which is fine," Cohen said. EWEB agreed to pay for his $600 deductible. Kingsbury took the process a step further than Cohen and appealed once again, and EWEB agreed to pay $400 to help with repairs, more than half the damage. But she said the process of getting compensation was very frustrating. "I just found out they're covering $400 of it, and that was hard to get," she said. "It's been over a month of pa perwork. This is really a very solemn occasion, and we're not reading these names with anything but sadness and remorse." Adan said the readings seemed ap propriate in light of the Bush administration's efforts to diminish media attention to the war's casual ties, especially by restricting photo graphs of the coffins of dead soldiers. The Concerned Faculty for Peace and Justice, which was formed before the first war in Iraq in 1990, has be tween 30 and 50 devoted members, Adan said. The group plans to do a reading every Friday at noon in front of the University Bookstore and in vites those passing by to take part.
