I hope it is not all downhill from here,” Spacey said jokingly, a racy reference to the film’s opening. It was his second Oscar: He won for best supporting actor of 1995 for U.S. Census continued from page 1A format, which asks only seven subjects including name, sex, race, age, etc. One in six resi dences, however, will need to fill in 27 more questions regarding ancestry, employment and edu cation among others. On campus, census enumera tors will be conducting counts of all dorm residents beginning April 28, following the national ly designated Census Day on April 1. Those living in off-cam pus housing should have already received their forms, which are due to be returned by mail no lat er than April 11. Mike Steenhout, manager of the local census office, said stu dents who live and attend school full-time in Eugene need to be counted as such, not as members of their parents household else where. Even students with citi zenship in another country will be counted as Oregonians be cause they currently live and work here. “Some $200 billion per year in “The Usual Suspects.” Alan Ball picked up the Oscar for original screenplay, and Con rad L. Hall won as the film’s cine matographer. Hilary Swank, who portrayed a woman passing as a man in “Boys Don’t Cry,” won as best actress. She thanked the real-life inspi ration for her role, Brandon Teena, saying: “His legacy lives on through our movie to remind us to always be ourselves federal funds is at stake,” he said. “A lot of money comes to univer sities, and those subsidies are based on population counts.” Steenhout wanted to encour age students to participate, reiter ating that all information is held in confidence, protected by fed eral law and unique in America in that it is constitutionally man dated. Also, Oregon was the 14th most undercounted state in the last census, some of which affect ed campus communities across the state. “It’s so important because it is literally the cornerstone of our democracy,” he said. For college students in particu lar, such data is used by employ ers to understand the incoming workforce demographic, and fed erally subsidized loan funds are determined from collected infor mation. “The census isn’t only a head count,” said Kanhaiya Vaidya, senior demographer for the state of Oregon, “but shows us how populations are changing over time.” He said Oregon suffered a 1.9 Michael Caine, from “The Cider House Rules,” won his second best supporting actor Oscar. An gelina Jolie, the disruptive mental patient in “Girl, Interrupted,” won for supporting actress — a genera tion after her father, Jon Voight, took home an Oscar. “The Matrix” won four Oscars — for film editing, sound, sound effects editing and visual effects. The Associated Press percent undercount in the 1990 census, missing approximately 54,000 state residents and result ing in the forfeiture of “at least $4 million dollars per year in federal money.” A state the size of Cali fornia, for example, lost more that $200 million a year from an insufficient count. Vaidya’s office, through track ing and analysis of population figures, makes recommendations to Gov. Kitzhaber for the specific allocation of government dollars throughout the state, including those targeting minority pro grams and Native American reservations. “We are anxious for the 2000 census so we can benchmark trends,” he said. “Student enroll ment, for instance, was down but now the 18 to 24 age group is higher, so more people are enter ing college. It’s important to track.” The local census office is hir ing from the community for help with enumeration, especially bilingual individuals to help with Latino populations.
