EDITORIAL 4 ODE ’ hails, rails on ballot initiatives Part two of the University election season starts Wednesday and Thursday, as ASUO elections turn to candidate runoffs and ballot measures The following are th«* Oregon Daily Emerald's recommendations for selected ballot measures, Measure 1; This measure would repeal the require merit in the ASUO Constitution that QSP1KC use a non binding referendum every two years to get incidental fee funding. No other group has to do this, including those who get more money than OSP1RG Vote yes Measures 2 and 3: These two measures work in tan (bun Measure 2 would « hango the title of the ASUO Student Senate president pro tempore to simply presi dent. while Measure 3 would remove the ASUO vice president as chairman of the Senate and allow the Sen ate to elect its own president and vice president. Com plicated. yes. hut it helps to balance powers more equal ly in student government Vote yes on each. Measure 4: Tins measure would give the Student Sen ate a sort of line-item veto over budget recommenda tions made by Senate committees for student programs, the Athletic Department and the KM1 1. The Student Sen ate already has the right to vote down the entire budget package of these groups combined every year, so why do they need more power? Vote no. Measure 3; Measure '> would raise $ 10 per student every term to fund a trip bv seven students to the Unit ed States Student Association annual conference in Washington. While the amount requested is low. the fait is USSA lias had a troubled financial past. I’SSA should redeem itself for several years before getting more funding. Vote no. Measure »>: This somewhat cryptic measure would raise $100 per student per term to ‘ improve the quality of the undergraduate education at the U of O" to be charged “sometime in the near future.” This measure is too vague, which is unacceptable given the amount of money l»eing requested of students, $100. as many stu dents know, is a lot of money for such an unclear pro posal. Vote no Measure 7: l niversity official. and the AMO ha\> proposed a plan to renovate Esslinger Hall, adding a rock climbing wall, an indoor running track, two artifi cial playing fluids and expanded weight facilities, among other plans. Part of tho plan, if approved, will be funded by a $23 per student per terra fee whit h will lie charged beginning in 1997. seeming the facility won't lx; available to students until at least then. It's long past time to renovate Ess linger. Vote yes. Measure B: Phis measure is largely procedural and removes mention to the Incidental Fee Committee, dis banded last year, in reference to impeachment proce dures for the ASUQ president. It would require a three fourths vote of the Student Senate to vote to impeach the president, whh h is logical given the seriousness of impeachment. Vote yes Measure 9: Largely an issue of mechanic s Measure u would stagger the two-year seats of the EMU Board of Directors and the Student Senate There's little contro versy here. Vote yes Measure 10: This measure would grant Campus Kef y (ling $100,000 per year ($2.27 per student per term) to run the University's recycling program. Recycling is a valuable service provided to this campus and many stu dents use it. For tho low amount of money being requested, Campus Recycling is a steal for students. Vote yes. Measure 11: This is the annual Lane Transit District subsidy measure with a new twist. Students havo the choice between proposal A. which would allow stu dents a refund of the $6.42 per term fee if the student doesn't use the unlimited bus privileges, proposal B. which charges slightly less but doesn't allow refunds, or proposal C, neither. Students should be allowed to get a refund of the fee if they aren't able or don’t care to use LTD, much like they already have. Vote yes for propos al A. Measure 13: Measure 13 would delete a reference to an obsolete governance charter for the EMU. Simply more housekeeping. Vote yes. Remember to vote Wednesday and Thursday. April 1H) t thought I would use this let ter to explain my j»osition I've been on campus for two years now and have had more than six hundred tuition dollars of mine sin ked away to what is commonly tailed incidental fees. It seems to me the ASUO uses our student body's money to fund little groups and organizations, which often result in little cliques who sit together at foutliall games and ( lasses These groups, a lot of the time, don't branch out and meet the other people here at the University 1 think the ASUO should focus on bringing the stu dent body together rather than separating it into groups. I’m not saying these groups are bad and I'm certainly not saying they should end. However, I do think ASUO's allocation of money should be altered In fall term. I, along with about 3.000 students, camped in the freezing cold outside of Autzeu Stadium in hopes of getting Rose Bowl tickets That night, along with last year's University Day, were the moments I was most proud of being ,i Dui k This is became 1 encountered many oth «*r enthusiastic people who wen/ damn proud of their school. This is the direction I would like to see the ASUO go in the future I am not saving we should all i amp out in the freezing cold However, w hat l am saying is we should have many events m which the whole University can participate These events can lie as ludicrous as an all-campus party or w ater balloon fight Thank, vou for your time in reading this letter Mike Bieker Candidate, Student Senate seat 17 Have a plan llallot Measure 12 was created to entourage students to start career planning early on before graduating. 1 am sure most of you know young alumni that are now out in the real world still dwelling from one meaningless job to another, wondering when the college diploma is finally going to pay off What all stu dents should consider is your job search t an take place now to better ensure job opportunities soon after graduation Another thing you should consider is job hunting and responsible career planning take about a full *«ar, not u mere week Finally, un decisions are not difficult if vou have a plan. Hallo! Measure 12 will elimi nate Career Center Service user fees of approximately $'5 Assessing $3 per student per term saves students $39 over four years I’lanniug your future is (dialhinging enough, but not to be able to afford all the user fees discourages students from tak ing full advantage of career assistance now Ballot Measure 12 will also expand earner assistance for stu dents and increase capacity for career testing, assess to full/part - tlrne jobs, more internships, career counselor availability and expanded computer resources. Remember, the more you know now, tile better career decisions you can make for the future (and save a whole lot of tuition money). Please vote yes on Ballot Measure 12 Bobby Lee PPPM Struggling ! am sure this issue has come up before, but it should < ontin ue to be raised until the policy is changed. Each student in (Uni versity) Housing must pay for every meal, even if he or she doesn't eat it. That is three meals each weekday and two on the weekends Mans friends of mine never eat breakfast or other meals liecause their classes are too ear ly or scheduled during the meal hours According to how much when we use our cards at Pi/ano s or Hammy's, we pay $3 25 |>er meal If someone skips breakfast every day. he or she is paying out $16 25 a week for nothing. This adds up to $162.50 per term, including finals week This policy is unfair. Many other m bools have meal tickets in which a hole is pum hod out per meal or a tally is kept of how many meals stu dents have eaten The Universi ty needs to change its policy so students that are already strug gling to pay for college can use the money on more important things, like tuition.
