Clinton to estimate deficit for ‘97
WASHINGTON (AP) • President
Clinton will declare tonight that,
obsent nnv action, the federal deficit
four years from now will be $41 bil
lion worse than tin* gloomiest Hush
administration projection, a senior
White House official said 1 uesday
That means that Clinton will have to propose higher
loses and deeper spending t uts than envisioned a few
weeks ago to meet his deficits titling goal
The official said Clinton will use a fiscal 1997 budget
projection of $146 billion — compared to the $305 bil
lion that the outgoing Hush administration estimated in
january.
President Hush's figure was already greatly larger than
the $188 billion his administration had projected a year
earlier
Clinton has said that worsening defit it projw lions are
the reason he had to abandon Ins < ampaign promise of
a middle-class tax cut and go instead with a package of
higher taxes that aides say will affect every Amiiru an
making $30,OIK) or more
Clinton is not only raising the budget deficit above the
Hush administration figure for 1997, tint also far above
the Congressional Itudget (Iff it e’s estimate of $310 Hi I -
lion.
The senior official, who briefer] reporters at the White
House on the condition of anonymity, said Imth the Hush
Hf
administration figures and the congressional ones were
too low. assuming an unrealistic spending cap on feder
al programs
The official said Clinton's economic program would
mark "an end to hint k boxes, rosy scenarios and budget
gimmickry."
The official also said the White House had decided to
use more pessimistic Congressional Budget Office fore
casts on <s on omit growth than projet lions developed by
Clinton's own Council of Kconomic Advisers
That will end years of budget battles in which White
House figures were always more optimistic than con
gressional ones
Specifically. Clinton's economic program arid budget
uses the t BO prof* tiona at 2J pen ent growth this year,
l pen cut hi 1994, 2 « percent in 1‘1'CV 2.ft pen cut in
199B and 2.2 (xircenl in 1997.
The rejected White House growth figures pru)ected .1.1
pen ent growth this year, 1 1 [lercent in J994. 2 7 percent
m etui and 2 r> pen eel In 1997
Meanwhile, the off it ial indicated that yet another C .1 ni
ton campaign statement is out the window —- Clinton's
contention that some $40 billion could lx* raised during
four years by tougher enforcement of t S tax laws on
foreign companies doing business in the United States.
Clinton's budget will assume only about $.2 billion a
year in additional revenues from this source, the official
said.
