the weekend as police stepped

The increased police pres
ence followed a Crook Row
brawl the previous weekend in
which a student was hit in the
face with a boor bottlo, losing
sight in one eye. Fraternity
members and Husky football
players wore involved in the
fight
A half-dozen police cars pa
trolled Creek Row on Friday
night. Seven police cars plus
officers on foot and bicycles pa
trolled the area Saturday night.
Police issued about 35 cita
tions over the two days and
made about half-dozon arrests,
all alcohol related, Lt. Fred Hill
said.

with dependents, or a reluming international student with
dependents not previously covered hy the ASUO Health
Insurance l*rograni. you must enroll and pay die premium
for your dependent's coverage hy October 12. 1992.
Coverage for your dependents) will he effective on the
date they are enrolled in the program.
If you are an international student with dependents
previously covered hy the ASUO Health Insurance
Program last year and you want to continue their insurance
coverage from September 13.1992. you must enroll and
pay' the premium lor your dependents) by October 12.

Mall manager under investigation
SALEM (AP) — A Portland property inves
tor was arraigned Monday on charges that he
diverted more than SI.5 million In state pen
sion funds for personal use
Harry Coleman is charged with 15 counts of
theft involving Oregon Public Employees Re
tirement Fund investments in the Carden Val
ley Mull shopping center in Rosehurg
The state sued Coleman last spring, accusing
him of diverting more than S3 million In pen
sion funds. The lawsuit remains pending
Marla Kao. spokeswoman for the state attor
ney general's office, said the two money
amounts are different because the civil lawsuit
covers a longer time than the period involving
the criminal charges
Coleman pleaded Innocent to oil criminal
counts Monday in an appearance before Judge
Albin Norblud of Marion County Circuit Court
Coleman was Indicted in u case involving
Terry Canbv. former real estate investment
manager for the state Canby pleaded guilty
earlier this year to one count of criminal rack
eteering for mingling personal and official in
vestments
He allegedly made monthly payments to
Coleman, who managed the mall
The state used pension funds to Invest In the
Kosehurg shopping center tn 19H7. The next
year, Coleman hem me a partner In Umpqua
Properties, the company that owned the mall
By 1990. Coleman had bought out the part
nership and taken over mull management He
mainly used pension funds to buy out
Umpqua, according to the attorney general's
office
Each month between Way 1990 and July
1991. Coleman received slate treasury pay
ments to invest in the mall and for his manage
ment fee. according to court papers filed by
the statu.
The state claims he spent substantial
amounts of the Investment money for purposes
other than the shopping center. The excess
amounts exceeded $50,000 in every month but
one. according to state documents.
Each criminal count covers one monthly
payment during that period
