The OSDF estimates 91,775 acres of private and Bureau of land Management timber land under its protection was lost to fire this past sum mer According to Decker, this figure is 10 times the average number of acres burner! in a normal fire season Meeting the huge costs of last summer's fire suppression ac tivities is creating a challenge for the OSDF. In past years the agency has been able to meet its costs with the $8.5 million an nually budgeted to it by the state and through its Oregon Forest I.and Protection Fund, which is a special state tax that applies to landowners in Oregon with forest land. However, even with funds from its annual budgets, the Oregon Forest Land Protection Fund and the Federal F.mergen cy Management Agency, the OSDF is having difficulty meeting the $28 4 million need ed to cover fire suppression costs. At a Nov. 24 commissioner's meeting in Eugene, RSF Regional Coordinator Lise Glancey said that because RSF was a new program, problems are to be expected and the con cern of county officials is unnecessary. "Regional Strategies is only part of Oregon Comeback," Glancey said. "What people often assume is that Regional Strategies equals Oregon Com eback. So I think when you hear the disgruntled concerns it's because they think regional strategies is all there is; it’s only one piece of the pie, not the pie itself.” Glancey cited other facets of Oregon Comeback that would benefit the state in addition to the RSF lottery profits, which include the safety net program, tax restructuring, and tourism promotion Counties have until Jan. 1 to submit proposals for considera tion for 1987 funding.
