"We cannot allow personal biases to conflict with groups. In the past the IFC has been biased in the allocation of funds to certain groups and it cannot be allowed." Skill said. One priority Skill noted is to make the IFC more accessible to students. He would like to see more interaction between the Wayne Skill 1FC, the ASUO, and the student body. Spectrum earns journalism award The Oregon Daily Emerald’s weekly magazine, Spectrum, has won third place in the fourth annual Gold Circle Awards competition. The competition is spon sored by the Columbia Scholastic Press Association and was given at Columbia University in New York City. The CSPA received 14,509 entries for the 86 categories in this year’s contest. Spectrum placed in the “Overall Design/Tabloid” category. Placing ahead of Spectrum, currently in its first year of publication, was the Daily Northwestern of Northwestern University, Evanston, 111., which took first place. The Falcon Times of Miami-I)ade Community College, Miami. Fla., took second place.
