Purchase of NCC dormitory awaits emergency sanction By Chris Norred Of the Kmrrald The University's purchase of a parking lot and residence hall from neighboring Northwest Chris tian College must now be approved by the State Legislative Emergency Board. The Oregon State System of Higher Education board, at its monthly meeting Friday, decided to ask the Emergency Board to increase OSSHE's limit on expenditures for land purchases so the University can complete the purchase from NCC. The OSSHE staff will request the limit increase when it meets with the Emergency Board. Nov. 6 and 7. The OSSHE board approved the Univer sity’s purchase of the NCC property in September, but the issue of the land expenditure limit was overlooked at that time. The Legislature establishes a limit on the amount of money OSSHE can spend on land ac quisitions. Currently that limit is $500,000, which has been adequate in the past, according to OSSHE officials. But in the current biennium, a $400,000 land purchase at Portland State Univer sity and the University's $500,000 purchase will push OSSHE over the limit. The OSSHE staff in November will ask the Emergency Board to increase the limit by $750,000 "to permit completion of the approved need for the space, and because money tor the purchase will come from University housing and parking fees rather than the state budget. The NCC property for sale is on 12th Avenue between Alder and Kincaid streets. The parking purchase, and to provide opportunity for other smaller purchases which may vet occur within this biennium." The Emergency Hoard is expected to approve the University's purchase because of the sincere lot has space for more than 50 cars. The residence hall has six apartments and is expected to be used for married student housing. The $500,000 purchase cost of the lot and building will be divided between University parking operations and the housing department. Approximately 80 percent of the cost will Ire paid by parking operations and 20 percent by Univer sity housing. In other business Friday, the OSSHE board: • approved the start of a master of science degree program in Engineering Management at Portland State University; • deferred action on Western Oregon State Col lege's request for the start of a Public Policy and Administration degree program; • deferred approval of amendments to state residence rules pending changes in the wording of the amendments; • approved a preliminary design for the Oregon Police Academy at Western Oregon State College; • approved improvements to the wave researc h facility at Oregon State University; • approved $17,195,000 worth of projects for the rehabilitation and alteration of the University Hospital and Clinics at the Oregon Health Sciences University; • approved the schematic design for an Eye Center at OHSU. Homecoming Week calendar By Tonnie Dakin # CM Ihr Kmvrald The 1986 University of Oregon Homecom ing will take place the week of Oct. 13 through 18. The following is a list of events scheduled for the week. On Monday, Oct. 13, from 11 am. to 1 p.m., Oregon fans will have the opportunity to get their picture taken with the team mascot in the Erb Memorial Union lobby. Pictures are $2. On Tuesday, Oct. 14, from 11 a m. to 1 p.m.. there will be a "Noon Gig" in the EMU cour tyard featuring local artists. Philanthropy Day, sponsored by the Greek Activities Council, will take place Wednes day, Oct. 15, from 12 p.m. to 1:30 p.m. For this event, the 26 members of the Greek Homecoming Court will take children from the l.ane County Relief Nursery out to lunch. Another "Noon Gig" will take place Thurs day, Oct. 16, in the EMU courtyard. Friday,Oct.l7 starts out with the judging of Homecoming yard displays from 3 p in. to 5 p.m. The displays will lx- set up by fraternity and sorority teams. Judging for Homecoming sign displays will take place at the University Residence Halls during the same time. From 4 p.m. to 7 p.m. the Homecoming Beer Garden will be in the EMU Dining Room, A reception will take place later in the even* inn for University alumni celebrating 10. 15, 20. and 25-year anniversaries. It will start at H p m at the Collier House. 1170 E. 13th Ave. Also starting at H p.m , the Eugene Sym phony Orchestra will perform in Beall Concert Hall. The Homecoming Dance will l>e held in the EMU Ballroom, featuring the band Modern Laundry. The dance starts at 9 p.m.. and is free to University students only. A reception will be hosted by Music School Dean Bernard Dobroski following the Eugene Symphony Concert in the Orchestra Room at the music school. The reception, which starts at 9:30 p.m., welcomes all friends and alumni of the School of Music. On Saturday, Oct. 18, from 9 a m to lOa.m . the Villard Centennial Reception will take place for the public and alumni.
