Lengthy IFC budget process to start soon
Committee set to allocate millions

Today is the cut-off date for the more than 90
University groups on campus to submit budget pro
posals to the Incidental Fee Committee for the 1986-87
school year, triggering a budget process that will last
from Feh. 3 until late April.
The seven members of the 1PC will allocate bet
ween $2.7 and $3 million of University money during
this time through a series of meetings that will be held
four days a week for at least four hours a day.
The actual process began last term when members
of the 1PC and ASUO met with all interested groups to
explain the budget procedure. At this point, groups are
assigned a liaison, often called a tag coordinator, from
both the IPC and ASUO Executive to accompany them
through the budget process..
Once the budget document is filled out, each
liaison reviews the request with the group before it is
formally presented. This is an important time-saving
step, according to James Randall. IFC chair.
"Lots of times they think we just have a blank
check and they can ask for whatever they want-,” he
says. “That’s not they way it works.”
In accordance with the Incidental Fee Guidelines
as outlined by the Oregon State Board of Higher Educa
tion. each full-time student pays $59 per term in in
cidental fees to provide for cultural and physical
development of students.
“This is a really wide definition.” Randall says.
“We really have to weigh things.”
The budget is formally handed in and a hearing
time is set. The committee looks at what the group was
allocated last year line-item by line-item and asks group
representatives and their tag coordinator to give
reasons for any increases. Anything not appropriate,
such as a request for food and lodging, are deleted from
the total. Randall says.
“The whole time we have to keep in mind that
each group thinks their budget is the most important.
But we have limited resources." he says.
The I Ft’ keeps a running total throughout the pro
cess matching approved amounts with projected
revenue for the next year. Should the committee choose
to over-budget, they have the power to increase the in
cidental fee charged per student by 7 percent the next
year.
Budget priorities for the upcoming year include
student support services, such as child care, that will
help students stay in school. Randall says. He also ex
pects the committee to show support for minority stu
dent unions.
“Support in the past is not as much as it should
be." Randall says.
A management performance audit of the EMU and
the Athletic Department scheduled to be completed by
Feb. 17 will help to streamline the budgeting process,
he says.
Once the committee approves the group's budget
request, it becomes part of a budget package that travels
from the IFC to ASUO President Lynn Pinckney. The
Executive has the right to veto either a line-item or the
entire budget request. last year it vetoed the Athletic
Department's budget request, stating that the 17 per
cent increase over the previous year was not justified.
Such action is then subject to a possible !FC override.
The document then must gain the approval of
University President Paul Olum and the State Board of
Higher Education.
“The IPG's biggest power is before we give the
money. Then, afterwards, our power diminishes," Ran
dall says. “Basically, what we say is what happens."
