Bob Packwood of Oregon, chair of the Senate Finance Committee, says he likes what he's seen of the Reagan administration’s latest tax reform strategy. But the senator's Democratic counterpart in the House. Rep. Dan Rostenkowski, D-Ill., is more cautious about the new reform package. President Ronald Reagan, who has said his aim is to streamline the tax system. close various loopholes, end some fax breaks and use the- money to lower personal tax rates, will announce a major tax reform package in a televised address tonight. Advance indications are that the president‘a plan will be leas stringent than the one outlined by his own Treasury Depart ment in November. That plan would have raised corporate taxes by about 35 percent to pay for slashing taxes paid overall by individuals by about 8.5 percent.
