heat President supports changes in budget plan WASHINGTON (AP) — Senate Majori ty Leader Robert Dole struggled on Thursday to nail down final details of a revised budget that would cancel next year’s Social Security cost of living in crease and sharply pare President Ronald Reagan’s defense buildup. The revisions are part of a three-year plan to cut spending by $300 billion. Administration officials said Reagan had agreed to the proposal, despite the change in defense spending and the resurrection of numerous domestic pro grams he had proposed killing, in • eluding the Job Corps, Urban Develop ment Action Grants and the federal sub sidy for Amtrak. A proposal by Sen. Arlen Specter, R Pa., to maintain funding for Amtrak was approved, 53-41, a result that GOP aides said assured the rail subsidy would sur vive in the package Dole was assembling. In a third vote, a plan by several senators to freeze spending across-the board, including defense, was defeated, 70-27. There would be no tax increases in the proposal, which Dole said would cut spending by as much as $56 billion next year alone. In all, the plan was designed to reduce federal deficits in half over three years, to roughly $100 billion. Dole said the chances were "50-50” he could win approval for the revised blueprint within hours, but Sen. Lawton Chiles D-Florida, an opponent, said the GOP leader was still "horse-trading." GOP aides also said the final pieces of the deficit-reduction puzzle had not yet fallen into place. The Dole package would still call for cancellation of about a dozen programs over three years, such as revenue sharing and Small Business Administration direct loans. But by agreeing to salvage other domestic programs and hold the rise in defense spending next year to an infla tion adjustment, the Kansas Republican jettisoned a compromise spending plan agreed to several weeks ago by Reagan. Even so, White House spokesman Larry Speakes said the president was supporting the new proposal, and added that Chief of Staff Donald Regan was telephoning wavering senators on its behalf. Vice President George Bush cut short a trip to Arizona to return to Washington Thursday, in case his vote was needed to break a tie. Clerk faces inquest jury PORTLAND (AP) — A convenience store clerk testified Thursday that he told police to arrest an off-duty black security guard whose death at the hands of white officers prompted allegations of racial bias from Portland’s black leaders. Lloyd Stevenson, 31, died April 21 after officers applied a “sleeper hold” that cut off the flow of blood to his brain. The hold is used by police to make suspects faint long enough to put hand cuffs on them. Wayne Nord, a 7-Eleven store clerk, told an all-white inquest jury that Stevenson appeared to be involved in a shoving match with others in a crowd that had gathered outside the store after a shoplifting incident. Nord said four or five officers, who had responded to the shop lifting call, approached Stevenson, who shoved one of them. A scuffle enused, Nord said, and he stopped watching after he saw Stevenson being handcuffed. When he looked a few minutes later, he said, the officers were administering cardiopulmonary resuscitation to Stevenson. The jury also heard tape recordings that showed ambulances were ordered and canceled twice before a third ambulance finally arrived to take Stevenson to a hospital. Black leaders say witnesses have told them Stevenson was help ing control a crowd that had gathered outside the store. The inquest will examine conflicting accounts of how Stevenson died, but will not reach any conclusions about whether police used excessive force. Governor signs sales tax bills SALEM (AP) — Gov. Vic Atiyeh signed measures Thurs day to set a Sept. 17 sales tax election, and to put the tax into effect if Oregon voters endorse the sales tax this fall. Flanked by legislative sup porters of the 5 percent sales tax, Atiyeh put his signature on the two bills that were approved last month by the Legislature. The main sales tax measure, a proposed constitutional amend ment, goes directly to the Sept. 17 ballot without Atiyeh’s signature. At the signing ceremony, Atiyeh praised legislative sup porters of the sales tax for their efforts to shepherd the proposal through the Legislature and on to the statewide ballot. Sales tax proposals have been rejected by Oregon voters six times in the past half-century. Page 4A Springsteen to wed 25-year-old model LAKE OSWEGO — The parents of a 25-year-old model and actress from Lake Oswego say their daughter will marry rock superstar Bruce Springsteen "very soon." but they aren't revealing the exact date. Bill and Ann Phillips told Portland television station KATU-TV that Springsteen and their daughter, Julianne Phillips, telephoned Sunday night to tell them of.then intentions. The wedding will be in Lake Oswego, a south Portland suburb, the bride’s parents said. The 35-year-old Springs teen, one of the most eligible bachelors in show business, has never been married. Phillips said his daughter and Springsteen are expected to be in Portland sometime Friday. Springsteen is beginning a European tour June 1 in Dublin, Ireland, and Julianne plans to accompany him. he said. The couple would not say when the wedding will take place, but the New York Daily News reported in Friday's edi tion that the event would take place Wednesday. The Orego nian newspaper reported in its Friday editions that the wed ding would take place next week either at the Our Lady of the Lake Catholic Church or the Phillips’ home.
