Eugene‘s livability falls in nationwide rankings PORTLAND (AP) — Oregon cities don’t fare too well in the second edition of Rand McNally’s “Places Rated Almanac,” which ranked 329 metropolitan areas nationwide. Eugene-Springfieid, ranked 76th on the list of the best cities to live in four years ago. fell to No. 86 in the book’s 1985 update. Portland’s standing in the almanac dropped substantial ly. from eighth in 1981 to 63rd this year. Salem was ranked l'40th. Medford 275th. The rankings are based on nine criteria: climate and ter rain, housing costs and availability, health care, crime, transportation, education, the arts, recreation and economics. The secretary found himself in the midst of an explosive confrontation before a House Foreign Affairs subcommittee hearing, where his statements on Nicaragua and Cuba were compared with the tactics of Sen. Joseph McCarthy during the 1950s. Shultz replied to Rep. Ted Weiss, D-N.Y., “It is the ultimate perversion to say that an attack on the tactics in Nicaragua is comparable to Sen. McCarthy....! resent it deeply.” Later, Weiss apologized to Shultz for his remarks. President Ronald Reagan, Shultz and other top officials were criticized by Rep. Peter Kostmayer, D-Pa., for an inten sive campaign toward restoring $14 million in covert aid to the guerrillas fighting to overthrow the Sandinista government in Nicaragua. Congress eliminated the aid last year. “It is you who began the escalation of rhetoric,” Kostmayer said. "You have -- i raised the ante. There is a lot of red-baiting going on.” Shultz replied: “I am here at the invitation of the committee. If you want to withdraw the in vitation, I have lots of other things I can do.” Kostmayer then responded, “You are the secretary of state. There is nothing I can do about that.” Under questioning by Kostmayer and other Democrats, Shultz pulled back from congressional testimony and a speech in San Francisco last week in which he said the Sandinistas have become a totalitarian regime dominated by the Soviet Union. 1 mmmmm Grevhound gives iynouna gr the Ducks Round trip.
