members voted down the person
recommended by the ASUO ex
ecutive to be an EMU board
member and discussed the gover

meeting Thursday.
Former SUAB member Dave
Bauer, who did not satisfy the
board with his position on the
EMU board's policy on free
speech, was not approved as a
member of the EMU board in a
SUAB vote.
Members reported on their pro

the proposed reduction in student
senate members and discussed
strategies for a compromise make
up in the body.
IFC
Nineteen ASUO organizations
attended the Incidental Fee Com
mittee meeting Thursday to hear
information on writing group
goals in preparation for preparing
their budgets for 1984-85.
Bill Hallmark, ASUO coor
dinator of programs and finance,
told the group the purpose of the
meeting was to establish funding
criteria.
After explaining the guidelines
established by the ASUO for fun
ding, Hallmark then introduced
each member of the IFC.
IFC Chair julie Davis then told
the 19 groups what the committee
would look for when examining
goals and budgets and encourag
ed anyone unfamiliar with the
process to seek the help of their
"tag."
A "tag" is that member of the
IFC assigned to a particular pro
gram and the person who
becomes the most knowledgeable
about that program's budget.
)im Middaugh, recently hired as
editor of the ASUO newspaper
Off the Record, told the group the
paper intended to publish infor
mation about the ASUO programs
and encouraged them to con
tribute information.

Women to encircle plant
About 50 women from Eugene
will join other women from the
Northwest today in encircling the
Boeing Cruise Missile Plant in
Kent, Washington .
The women, who are protesting
the imminent deployment of the
first intermediate nuclear
weapons in Europe this
December, are "in solidarity and
conjunction with 10 days of
demonstrations in Europe," said
Eugene coordinator Janet Ander
son at the Eugene contingent's
send-off rally Sunday.
Speaking informally at the
Crower's Market loading dock on
454 Willamette St, Anderson said
she fears that because the Cruise

missiles are smaller than other
nuclear weapons, "there may be
more of a temptation to use
them."
Gail Elber, who drove one of the
vans to the Seattle area, said the
women hope to talk to Boeing
employees, as have members of
the "peace camp." Eight women
are living on Kent Boeing
premises in one of the camps that
have been set up at Cruise missile
and Pershing 2 plants around the
country.
The encirclement is scheduled
from 2 to 4:30 p.m. today.
A demonstration is also planned
today at 1:30 p.m. at the Litton In
dustries plant in Grants Pass.

On 10/18/83 the SURC
(Student University
Relations Council)
received 108 pledges for
a total of $2,475.
The most pledges for
one night was achieved
by SURC with 108
pledges
That brings the total for
the telefund to $12,041.
Tonight the Kappa Kappa
Gamma Sorority will
attempt to set a new
record for total pledges
received.
The resolution in question
states, "if the conditions set forth
for release of allocated incidental
fees are not being met, the IFC
reserves the right to freeze a pro
gram's accounts."
Because neither party has re
quested oral arguments, Court
Chair Alan Contreras has re
quested briefs from the parties
and says the Court will meet in
closed session to decide the issue.
In another Court matter. Univer
sity student Tom Birkland has ask
ed a hearings officer to find that
there is no conflict of interest in
his holding positions on three dif
ferent ASUO organizations.
Birkland, a senior majoring in
political science, is a member of
SUAB, director of the Political
Science Student Union and direc
tor of the campus chapter of the
American Civil Liberties Union.
Hearings officer Joseph
Hollander met with Birkland Tues
day and is preparing a ruling for
the Court.
Birkland says no questions of
conflict have been raised, but he
wants to settle the issue before
any are.
