Hotchkiss^^1 measures. Three ballot measures were approved, and opinion questions on ROTC scholarship practices and the quarter and semester systems received a large voter response. Voters endorsed an in itiative to designate the University as a nuclear-free zone by a 3,283 to 885 vote. The initiative prohibits the design, testing, production, deployment and use of nuclear weapons on campus. The initiative also says the University denounces the use or threatened use of nuclear weapons as a defense and asks to be removed from the target lists of any government producing nuclear weapons. Bill Hallmark, a member of Students for a Nuclear Free Future, which petitioned to get the initiative on the ballot, is hoping to get similar legisla tion introduced in the Univer sity Assembly. Voters also approved a $1 per term increase in the in cidental fee to fund the Oregon Student Public In terest Research Group in a 2,824 to 1,278 vote. OSPIRG will receive about $39,000 because of the approval. Students voted 2,738 to 1,071 to hold a referendum vote every two years on the OSPIRG budget. OSPIRG will be the sole ASUO-funded pro gram that does not have to go through the annual Incidental Fee Committee budgeting process. Voters endorsed an opinion question regarding a Universi ty Assembly motion to kick the ROTC off campus if it does not revise its faculty appoint ment, scholarship and admis sion qualifications to upper A modern-day record voter turnout of 4,400 greeted ASUO poll workers Wednesday and Thursday. division ROTC programs, which contradict University discrimination policies. Students endorsed the pro posal in a 2,423 to 1,363 vote. Voters preferred the early semester system to the quarter system in another opi nion question. Students voted 2,233 to 1,711 for such a semester system, which begins in early Septemeber. The traditional system, which begins in mid September, received a negative voter response. Voters preferred the early semester 3,073 to 315 and the quarter system 3,116 to 734 compared to the late semester plan. The University Assembly ap proved the late semester system to take effect in 1985. The State Board of Higher Education has not acted on the proposal, which requires its approval. The SUAB is working on an alternative semester plan similar to the early semester system. The SUAB plan is be ing prepared for possible in troduction to the University Assembly next year. But Scearce said there are more important things in life than cold feet. “Since we live on the millrace, it is tradition,” to keep it clean and get non biodegradable material out, said Scearce, who has helped clean the millrace for the past two years. The mood was jovial as the crew members got down to the dirty business. “Are we looking for bodies?,” asked one Phi Psi member. “Alan gets to play in the mud once a year,” joked Bruce Overstreet of Phi Kappa Psi. Scearce made the first catch of the day. “We found our first frying pan,” he said as he trudged through the millrace. Spectators on the side yell ed at the clean-up crew to “bring up any fish if you find them,” Soon, one Greek pulled up some fishing line, and Scearce discovered a few snails — proof that living creatures in habit the millrace.
