Newspaper Page TextWASHINGTON (AP) - President Her bert Hoover, in an act pre-dating Water gate by more than 40 years, ordered a break-in at a Democratic party office in New York to seize potentially damaging files, according to a new history of U S naval intelligence That revelation appears for the first time in “Conflict of Duty, the U S Navy’s Intelligence Dilemma,” and was published in Thursday s editions of the Washington Post. The book, written by Rutgers Univer sity history professor Jeffrey Dorwart, is to be published in April by the Naval Institute Press. Dorwart writes Hoover used a Naval intelligence officer on active duty and a retired police inspector to carry out the clandestine operation in 1930 Execution of the break-in and its motives were similar to the 1972 break-in at Democra tic National Committee headquarters at the Watergate hotel in Washington. “His presidency paralyzed by the worst economic depression in American history and reeling from vicious political attacks, Herbert Hoover had become overly excitable and sensitive to any opposition or criticism," Dorwart writes. "Thus when he received a confidential report alleging that the Democrats had accumulated a file of data so damaging that if made public it would destroy both his reputation and his entire administra tion, Hoover determined to gain access to the material.” As historical documentation for his account, Dorwart used the secret log books of Glenn Howell, the Washington based Naval intelligence officer enlisted for the break-in. Dorwart writes when Howell and his civilian helper, Robert Peterkin, broke into the offices in June 1930, they found them empty. I Hoover ordered break-in to get Democratic files i et ai.
