ASUO comptroller Alan Contreras, acting as a “concerned student,” asked the constitution committee last Monday to interpret whether this year’s committee could change allocations made by last year’s commit tee. OSPIRG asked to rearrange its budget because the pro gram's goals for this year had changed. The committee unanimously approved the request. In a memorandum to the constitution committee, Con treras says prior IFC alloca tions can be changed by the next committee only through authorized budget notes and IFC resolutions. The ASUO Constitution does not specify whether a current IFC can change prior committee allocations, he adds. The OSPIRG budget will be frozen until the question is resolved. The group is lucky to have the statewide OSPIRG r budget to depend on, says Tanya Holonko, OSPIRG staff organizer. The issue needs to be clarified, IFC member Jeff Nudelman says. The commit tee also changed an allocation made by last year's IFC when it approved giving AVENU, the architecture and allied arts newspaper, an increase in the director’s stipend, he says. But Karsten Rasmussen, constitution committee chairer who signed the injunc tion, should dismiss himself from the case because he was IFC chairer last year, Nudel man adds. Steve Baldwin, constitution commitee mem ber was also an IFC member last year. Several other IFC members declined to comment on the case; Rasmussen could not be reached for comment. The constitution committee will decide what further action needs to be taken at a meeting today. LCC dean makes comments clear A Lane Community Col lege dean said he was misinterpreted in an article that appeared in Friday's Emerald. Gerald Rasmussen, LCC’s dean of instruction, was reported to have said he wanted the state system of higher education to look into the possibility of hav ing all lower division courses taught by com munity colleges. Rasmussen said later that he was referring specifically to television courses. He urged the state system to consider increas ed use of broadcast media to teach lower division courses, and said com munity colleges should be responsible for teaching those courses. “I do not favor the idea that all freshmen and sophomores attend com munity colleges,” Rasmus sen said.
