Expert says revolutionaries will gain in Central America By David Steinmetz Of the Emerald Revolutionary forces in Cen tral America will make "irreversible gains" this year, but will not emerge victorious, predicted regional expert Roger Burbach in a lecture Saturday. Burbach returned from a study tour of Nicaragua, El Sal vador and Honduras in December and has made earlier trips to the area He is an as sociate of the North American Congress on Latin America and director of the Center for the Studies of the Americas. Burbach's talk was part of a Eugene Council for Human Rights in Latin America work shop "1983 will be a very decisive year," and U S policy changes may result, he said "Little more than a stalemate," was reached last year, even though 1982 was a "high point" in United States military aid to the area, he said That aid included $100 million sent to El Salvador and two bat talions trained in the United States to fight there, he said. CIA-instigated border attacks on the Nicaraguan government has hurt the economy there, Burbach said. Although the United States gave no direct military aid to the Guatemalan government in 1982, "major gains" were made there because the government knows the "most brutal measures " No aid was given because the government already had a lot of military hardware and training, and the United States wanted them to do "massive clean-up operations" before getting in volved, he said Progress in guerrilla opera tions was demonstrated when a guerrilla offensive in El Salvador last October lasted through December, even though it was expected to halt after a few days, he said A new offensive has started recently, and "there are pro spects it will be fairly success ful." Tillery said King's stand against the Viet nam War, along with his com mitment to non-violent protest, made him unpopular with more militant blacks in his final years, even though King won a Nobel Peace Prize, he said King, who earned a doctorate degree in divinity at Boston University, started organizing at the grass roots level He organ ized a successful yearlong boycott of the segregationist Montgomery bus system King's non-violent activism peaked with the march on Wa shington of 200,000 Americans, acting as a human petition," demanding the passage of the Civil Rights Act. he said After the speech Tillery said universities and colleges need to produce similar leaders who will rise to the challenge of leading the nation through a time of many changes "The leaders of tomorrow must come from the universi ties, but the student leaders of today have a myopic obsession with money," he said Amer ica's change from an industrial society — to a highly tech nological one — is having a ter rible impact on the social struc ture.
