Utility board rolls back energy rate increase By David Brown Of Urn EmaraM The Springfield Utility Board decided to roll back a 28.6 percent overall rate increase to 15 4 percent Tuesday night, following a meeting punctuated by sizzling comments and a sprinkling of salty language About 100 Springfield residents packed the SUB meeting room to testify about the proposed reduction in rate increases, which came as a result of a recent circuit court ruling The ruling frees SUB from its debt obligation to WPPSS, which was a result of the funding of two mothballed nuclear power plants in Washington The circuit court decision stemmed from a lawsuit filed by more than 20 Springfield residents and nine city organizations in which SUB's authority to enter those contracts using ratepayer funds was questioned The adjusted rate that SUB will charge its customers does not quite compensate for a 60 percent increase in the cost of wholesale power sold to SUB by the Bon neville Power Administration, said Steve Loveland, SUB general manager It does, however, eliminate from Springfield electric rates SUB's defunct debt to the Washington Public Power Supply System for the two mothballed plants, he said A number of rate payers expressed dissatisfaction with SUB's continuing defense against a lawsuit filed by a group of Springfield citizens.
