Ballot Measure 1, which passed with 55 percent of the vote tallied, will broaden the existing water development project bond authority to include loans for drinking water systems in small municipalities That authority will continue to include only loans for irrigation and drainage projects Ballot Measure 2. approved by Oregon voters, will allow the state to sell bonds to help finance construction of multifamily housing for the handicapped and the higher-income elderly in addition to housing for the low-income elderly the state currently helps fund. Ballot Measure 3, which failed, would have empowered the state to issue up to $60 million worth of general obligation bonds to create the Corrections Building Fund, which would have been used to finance construction and improvement of state, regional, county and local corrections facilities Ballot Measure 4, defeated by about 23,000, would have raised the state s current 8 cents per gallon gasoline tax by 1 cent per year over the next three years and increased the weight/mileage tax on trucks by a comparable proportion (approximately 37 percent) over the same time period These revenues would have been used tor construction and repair of state and local roads Ballot Measure 5, which failed to achieve voter approval, would have allowed the governor to appoint the Chief Justice of the Oregon Supreme Court.
