Measure 4 taxes gas to help roads By Brad Barton Otth»Em»r»U Ballot measure 4, asking Oregonians to approve an in creased gasoline tax and weight per mile truck tax to pay tor road maintenance, is like the Fram oil filter commercials, says the Lane County Public Works dir ector. Whereas the ad says "pay me now or pay me later,” Don LaBelle says that "if we don't maintain roads now, we won’t be able to afford to repair them in the future " If the measure passes Tues day, the eight cents the state currently charges on each gallon of gasoline sold to non commercial vehicles would in crease by one cent per year over the next three years as well, beginning in July The measure would also in crease the tax that truck and commercial vehicles pay the state. This tax. based on the weight of the vehicles and the miles they travel within the state, would increase by an average of 12 5 percent on July 1, 1982, and by 11.1 and 10 percent on the same day in 1983 and 1984, respectively. The additional tax will gener ate about $21 million each year for the next three years, ac cording to the legislative ar gument In accordance with Oregon’s constitution, these tax revenues can be used only for repair, im provement, operation and con struction of state and local roads Cities would continue to receive 12 percent of the funds and counties 20 percent, while 68 percent would be used for state roads. Measure supporters in the state legislature argue that poor roads discourage business and add to driving costs. And con clusions from a recent Oregon road survey show increasing Sorority event honors scholars Alpha Delti Pi won a most im proved sorority award and Jackie Bartruff a Eugene Alum nae Panhellenic scholarship at a recent Panhellenic Scholar ship Brunch. Bartruff. a member of the Delta Delta Delta sorority, won a $450 scholarship based on fi nancial need, academic achievements, house activities, and campus activities Rebecca Ricoy, a member of Alpha Omicron Pi sorority won an award from the University's Panhellenic Advisory Commit tee for being the most out standing sorority scholar during the 1981-82 year (Spring 1981. Fall and Winter, 1982) Honors Scholars named from each house were Annie Magutgan, Alpha Chi Omega; Sharon Gee, Alpha Delta Pi; Rebecca Ricoy, Alpha Omicron Pi; Juli Todd, Alpha Phi; Helen Beers. Chi Omega; Annie Flatland, Delta Delta Delta; Bar bara Andrews, Delta Gamma; Linda Hollaway, Gamma Phi Beta, Peggy Effinger, Kappa Al pha Theta; Linda Jacob sen, Kappa Kappa Gamma; and Karen Fiedlehack, Pi Beta Phi Each sorority was represent ed at the brunch by its scholar ship chairperson, housemother, scholarship advisor, and scholarship winner. As quoted in the Oregon voters’ pamphlet, The Road Information Program, which recently surveyed Oregon’s road conditions, concluded that 20.000 miles of Oregon's roads are substandard, and that 14.000 of these miles are “well traveled,” because 56 percent of the driving in Oregon takes place on these roads. TRIP also noted that over 17.000 miles of county and city roads need resurfacing or reconstruction, and that 8,000 miles of cracked or broken roads should be resurfaced soon before they need to be rebuilt.
