British naval fleet closes on islands FALKLAND ISLANDS (AP) ~ Sritam s armada closed in on the Falkland Islands to impose a total war zone early Friday Argentina girded tor battle, declaring its own war zone against the British, and the United States found "little basis tor optimism Argentine naval sources said the British flotilla was approa ching at a not excessively stow” speed Thursday, but ' keeping away from the coast and constantly changing position ” Anti-aircraft defenses, radar and other electronic warning posts were reported strengthened around major southern Argentine cities An Argentine air force spokesman In Comodoro Rivadavia. a major supply point for toe Falkland®, said any British plane that approaches that city or the southern Argentine cities of Rio Gallegos or Rio Grande will not return to its base The Argentine mflitary junta announced Thursday that British ships or aircraft found within 200 miles of toe Argentine coast or toe Falkland Islands "will be considered hostile and treated as such.” The junta's communique said the war zone was declared in response to Britain's announced 200-miJe air and sea blockade around the Falklands which takes effect at 8 a.m. Friday in toe Falklands (7 a.m. EOT) Britain has warned that any ship or plane that violates toe zone will be liable to attack. Prime Minister Margaret Thatcher noted in an emergency debate in toe House of Commons in London that toe Unitec! Nations has passed a resolution catting on Argentina to withdraw its troops from toe Falklands. Invaded April 2. "If that resolution were to be implemented, there would be very few problems left in relation to the Falkland Islands, ’ she said "There can be no doubt where the intransigence lies in this matter The key to peace is in the hands of the Argentine government The responsibility is theirs .” In Buenos Aires, Acting Foreign Minster Alfredo Saint Jean was asked in a radio interview if Argentina and Britain had reached a “point of no return” in the crisis Saint Jean replied. Fair Share is "going after the peopie with power to make things better, to do what needs to be done," said member Pat Raymond at a Springfield press conference Wednesday. To fight the Federal Reserve Board's "tight money" policy. Fair Share wants Oregon banks and savings and loans to establish an "affordable line of credit” at eight percent below the current interest rates. This would allow peopie to buy, remodel, and build new homes, businesses and small farms, members said. Banks have the authority to lend two to three percent below the prime interest rate and still make a profit, members said. Two local banks have already expressed their interest in the “affordable line of credit” program, member Pam Wolf said. However, two large banks have refused to cooperate, members said. United States National Bank refused to discuss the issue at all. Wolf said, and First Interstate Bank agreed to a May 8 meeting in Portland but has since can celled. “Unless First Interstate and U S. Bank reconsider their refusal to meet with Fair Share and the Federal Reserve Board by May 7, Fair Share will be forced to file letters of condemnation with the federal agency that regulates those banks," says a Fair Share handout. By doing this, members say they hope to prevent the banks from gaining new branches. Unit ed States lending institutions are required by the Community Reinvestment Act of 1976 to make public their investigations of community credit needs, members said. “First Interstate until about a week or two ago had an applica tion for a new branch in Eugene. We suspect that they will wish to reinitiate that application at some point. If they continue to ignore the needs of the people they will have problems getting that approval. Basically, if they are going to stop our growth as a community, then we will stop theirs," Wolf said. Publisher visits academia After sperxiir»g a week at the University, publisher David Juenke is somewhat "disappointed" that "even journalism students do not read newspapers as avidly as we would like them to do," He adds, however, that this does not indict all journalism students, because some of them were knowledgable about current events in discussions he attended in classes during the past week Juenke, who is president of the Oregon Newspapers Publishers Association and publisher of four weekly newspapers, has been visiting the journalism school to "bring some reality of the press to the classroom," according to Everette Dennis, dean of the journalism school. Juenke "hestitates to recommend" either daily or weekly newspapers over the other for starting reporters. "It students choose to begin with a weekly paper they will find a rich, rewarding news experi ence,” he says. “It is unique in the diversity of responsibility which typically includes reporting, pho tography, headline writing and layout." Juenke notes the major differ ences between working on a daily and a weekly paper would be the number of stories written per week and the amount of respon sibility even a beginning reporter has. He says the most asked ques tion of the week has been “How do I get a job?” He recommends as "much practical experience as possible.” “I look for students who have taken the opportunity to do extra curricular work,” says Juenke. He has never hired anyone who had no practical experience. Juenke is one of three profes sionals who will participate in the Ruhl Symposium. Philip Neiswanger, editor and publisher of the Roseburg News-Review, will be at the University from May 10-13. Jeff MacNelly, author and artist of the cartoon strip "Shoe” will be the Ruhl lecturer on May 25. He is a two-time Pulitzer prize winner and a cartoonist for the Chicago Tribune/New York Daily News syndicate. The Ruhl symposium is funded by an endowment given by Mabel Ruhl in honor of her husband Robert, who was the editor and publisher of the Medford Mail Tribune. The fellows are chosen by the journalism school faculty from candidates nominated from the ONPA.
