He said that less than two weeks ago his Labor Party was asked to support an invasion and occupation, but his party withheld support for use of ground forces and occupation Eban is currently one of the leaders of the opposition Labor Party. Israel's air strike was retalia tion for actions of the Palestine Liberation Organization, oper ating out of Lebanon, and was not a violation of the 9-month-old peace teaty as Lebanon charged. Eban said Wednesday "Everything is reciprocal,” he said. "If one party violates a truce, it becomes difficult for the other party to honor that truce "If the PLO regards itself as being at war with Israel, then it follows that Israel must regard itself as being at war with them. The cease-fire depends on both parties keeping it ” The Camp David peace agreement between Israel and Egypt will survive despite the recent breakdown in Middle East cease-fire agreements and internal strife over withdrawal of Israeli settlers from the Sinai. Eban said Eban termed the Sadat-Begin peace accord "one of the most spectacular and momentous peace treaties in world history.” According to terms of the agreement, Eban said, the Jewish state’s withdrawal from the Sinai peninsula can be ac complished by the deadline Sunday Eban assailed the “passivity by Americans in the past two years" toward the Camp David peace process “The U S. would do well to change its emphasis to fewer arms and more ideas, less stra tegy and more diplomacy," he said of American foreign policy in the Middle East He criticized the Reagan ad ministration on two fronts — sales of AWACs surveillance aircraft and other weapons to Saudi Arabia and Reagan's lack of action on the diplomatic front in the Middle East America would do well to "give less AWACs and far more diplomacy," he said He predicted that Egypt and Israel cannot reach new agreements bilaterally without American assistance He said Secretary of State Alexander Haig had committed the United States to a "more active role" in the peace process after the Sinai withdrawal Of the Israeli withdrawal from the Sinai, Eban said Israel should avoid permanent rule over the 1.3 million Arabs in the West Bank and Gaza Strip "It's impossible for any democratic nation to rule a for eign people," he said Civil defense planning draws doctors’ testimony WASHINGTON (AP) - A local civil defense official and a group of doctors testified Thursday that the nation s plans for sur viving a nuclear war are unwor kable. based on wishful thinking and a waste of taxpayer dollars “All we would truly have to defend the citizens of Greens boro and Guilford County against a nuclear missile would be paper," said Marilyn Braun, a North Carolina director of emergency management Dr Irwin Redlener, a Utica, N Y. pediatrician, said the plan to evacuate cities and move millions to the countryside “is profoundly and undeniably dangerous Its existence is a preposterous illusion of safety for a population already terrified of nuclear war " But Lee Thomas, an associate director at the Federal Emer gency Management Agency, said the planning was needed and would save lives •'Our goal is to double the number of Americans that would survive from a major Soviet attack on the United States," he said The testimony came as the House Government Operations subcommittee on environment, energy and natural resources held a hearing on the Reagan administration's plan to relocate people from cities to rural areas in case of a nuclear attack Friday Anril 23 19R2
