Legislature struggles ever onward SALEM (AP) — Members of a joint conference committee verbally probed each other Wednesday, seek ing hints of a compromise tax plan that would win House and Senate approval and end the budget-balanc ing special session The six-member panel ordered new computer estimates of various ways to boost income taxes and adjourned until Thursday The Senate opposes a tax package narrowly passed Monday by the House That plan would help eliminate a projected budget deficit by impos ing a one-year 3 9-percent income surtax, raising the cigarette tax by 3 cents to 19 cents per pack and cutting $44 million from state property tax relief. Many Democrats, who control the Senate 22-8, support a higher income tax increase, a smaller cut in tax relief and no hike in the cigarette tax, which rose 7 cents per pack last December under an increase passed in 1981 Sen John Powell, D-Halsey, told House members of the conference panel there is strong opposition to a tax relief reduction as large as that endorsed by the House The House-passed plan would lower maximum relief payments from $355 to $220 per homeowner and make a proportionate cut in the equivalent relief paid to renters The plan would reduce relief to roughly six out of 10 homeowners and almost half the renters in the state Powell said he’d rather end the relief program entirely and use the money to balance the budget than to lower aid that much.
