Juvenile fire setters were the fourth most common cause of fire for Eugene in 1980, with 46 fires causing more than $153,000 in damage Deputy Fire Marshall Chuck Campbell, a counselor who has worked with 37 juvenile fire setters since last June, says the "old dinosaur approach" of educating juveniles on fires by showing them charred fire victims is outmoded Instead, he employs a softer approach — firm, but with an emphasis on communication among the juveniles, parents and counselors A juvenile fire setter is sent to Campbell's office for one of two reasons — the parents discover the child setting fires in the home, or the fire department requests counseling following an investigation Campbell says fire setting often is a family problem, so he talks with the parents before seeing the child Parents usually react with panic or worry about the child's future or feel a sense of parental failure when told that their child may have set a fire, he says Sometimes the talks bring out personal or environmental pressures leading to the fire setting, Campbell says Personal pressures caused Jill, a 16-year-old local high school student, to set fire to another student's locker recently She was charged with first degree arson, a Class A felony Talking with her mother, Campbell learned Jill was having trouble adjusting to her parents' divorce Teenagers aren't the only fire setters Scottie. 8, was jealous of his next door playmate, who seemed to have an abundance of toys, school honors and awards Last June when his neighbors were not home, Scottie entered the home, gathered all his playmate's awards in the living room and set fire to everything, causing damage to the structure as well Campbell says Scottie s jealousy wasn't centered on his playmate's awards — Scottie was envious that his playmate, unlike himself, has a father “It s sad but true that little psychological evaluation has been done on juvenile fire setters The public is just now becoming aware of the problem I feel the behavior should be studied,” Campbell says Campbell has his own theories about juvenile fire setting He estimates that 95 percent of the juveniles he sees fall under two headings — smaller children experimenting with their environment or older children seeking attention from an authority who will define a 'limit' for their behavior The remaining 5 percent always are a counseling problem Although Oregon law treats juveniles more leniently than adults, juvenile fire setters can find themselves in grown-up trouble If a juvenile sets fire to a building that is usually occupied, it is a Class A felony If the building is rarely occupied, the charge is second degree arson, a Class C felony First degree murder may be charged if a person dies as a result of the fire For fires with little damage, the juvenile is charged with "reckless burning," a misdemeanor Car stereo never sounded so good... at ANY price!
