of earning are not dependent on each other,” he
says.
Successfully broadening Oregon's export base
will require active recruitment of businesses, Grove
says, and in planning recruitment strategy a prime
consideration should be, "What does Oregon have
to sell?”
The quality, availability and costs of natural and
human resources and transportation systems — as
well as Oregon’s distance from the market for a
company’s product — should be prime considera
tions in deciding which industries to recruit, Grove
says
The types of firms that would respond to
Oregon’s resources are those “where transport
costs and goods location are not terribly important.
High-value-per-volume (i.e., expensive) products
and those that can be produced almost anywhere
are best suited to the region,” Grove says
“We need labor-intensive industries, expanding
industries, firms that interact well with the environ
ment and personal tastes," he adds, specifically
mentioning high technology and secondary wood
products manufacturing firms as possibilities
Tom Moreland of the Lane Economic Founda
tion says ‘a well diversified economy might contain
research groups backed by grant money, regional
headquarters of service-related businesses such as
insurance, manufacturers of parts for energy ex
ploration businesses, manufacturers of export com
modities such as furniture and furniture parts "
Some large, some small, and some medium
sized companies should be attracted, Moreland
says, so one company — like Weyerhaeuser in
Springfield — doesn't affect the economy in such a
dramatic way.
"The small businesses that are needed here are
those that have big ideas and are willing to develop a
market outside of just Lane County We need people
with creative ideas to provide jobs here," Moreland
adds
"I think the way to diversify this economy is to
look at what resources are available and figure out
what sorts of industries and processes are possible"
considering Oregon's distance to certain markets,
says Bill Wooten, the Lane Economic Development
Council's director
"This is an energy-rich area," Wooten says,
adding that "we can invest public money into the
production of energy and export the surplus to
energy-poor areas at a profit The hydro potential
can probably be quadrupled, and geothermal
development is a substantial possibility
Putting public credit into energy conservation
programs (i.e., weatherization and solarization)
would create jobs and conserve energy
“There is a lot in the secondary manufacturing
of wood products that could be happening here, and
the public has almost an obligation to invest into the
processing, packaging and selling of wood
products,” Wooten says
There is a wholesale market potential for local
craftspeople, he says, and "everyone would like to
see the computer and electronics industry develop
here " He adds, however, that the electronics in
dustry has "a prima donna attitude; they want to be
courted and flattered "
