Hatfield defames defense CORVALLIS — Americans need to re-establish their ethics and reject the idea that massive amounts of money automatical ly make for a good national defense, U S Sen Mark Hat field said Saturday. Speaking at Oregon State University, the Oregon repub lican lashed out at waste, fraud and abuse in the defense department "We can no longer afford apathy over the old habit of corruption We have to establish mutual trust if our whole society is not to commit suicide " The amoral environment in the private sector can only partially be blamed on corrup tion in government, Hatfield added "We too often talk about waste within a program rather than the need for the type of program," he sa>d Dishonesty in government is estimated to cost $25 billion or 5 percent of the total U S budget, but might actually be double that, Hatfield said The Reagan administration is right in taking a closer look at waste, fraud, and abuse, he said Congress has funded 11 Inspectors General to deal with the problem as well as the Financial Integrity Act of 1980, which is designed to ensure the best accounting methods are used in government, he said Proof of the problem includes a recent survey of Federal Instant passport pictures. A program that is poorly designed, poorly implemented and poorly executed does no good, he warned, as in the case of Native Americans, who seldom receive the full benefits provided for them by law. “Program objectives in themselves do not guarentee results. This is the case especially with military spending This government has equated dollars with security.’’ Hatfield called this equation an "error of the grossest kind.” Money comes too easy to the military, he said "All they have to do is shout, The Russians are coming!' and we add another $5 billion to the budget." Congress is committed to a $16 trillion budget for the military over the next five years, but has yet to come up with a plan on how to spend and will spend it on the wrong things. Hatfield said. “That mentality that says the more dollars we spend, the better defense we’ll have, has to come to a halt," he said. Objections to this idea and direction on where taxpayers' funds go must come from the people. Hatfield said. Seventy-eight percent of the budget is locked into entitlements and social programs, giving the Appro priations Committee less power on a yearly basis than believed, he said. And of the remaining 22 percent, 17 percent goes to the military Budget cuts requested from the budget by Reagan come from the remaining five percent. "We will not have control over the Federal budget until we take a look at the entitlements” and military spending, Hatfield said.
