All students eligible Legal program offers advice at low cost By Dave Banks Oltha EnwraM Legal Services, an on-campus pro gram, offers affordable legal advice and assistance, says Program Director Charles Spinner ‘ Many students are financially strapped.' he says. "We can give such students the inexpensive legal aid they need.” All students paying incidental fees are eligible for the wide range of non-litiga tory services at either a very low cost or no cost at all. Spinner says Some of the services include land lord/tenant disagreements, domestic relations problems, and problems as sociated with shoplifting and tresspassing as well "We engage in a lot of domestic rela tions work," Spinner says "We have to deal with divorce and property settlement quite a bit." Legal Services began in 1971 and Spinner joined the program in 1977 "We have modified the program since 1977," he says "It did not have a great deal of accountability before then, and we now are reveiwable by the ASUO " Spinner earned his law degree at the Univeristy He does some trial work al though he "tries to maintain a low trial profile " "My job is to educate and advise my clients as to the realities of the future." he says "I'm their mouthpiece, and I try to take some of the pressure off of them " Approximately 1,700 to 2.000 students use the program annually "Our services are there for everyone, but not everyone uses them," Spinner says "At any rate, one in ten students is a substantial number " The program receives about $30,000 annually from the IFC, and they estimate that the services they otter provide over $350 000 annually in legal services at the current prevailing rates Spinner explains that he and his staff, which includes a half-time secretary and two work-study people, have a heavy personal injury work load "I work on insurance claims, con sumer complaints, and I do a lot of debt counseling,” Spinner says "I do a lot of expectation aligning," he explains "I try to take the weight of the problems off of the client's shoulders This can be an incredible stress reducer “What does not go along with (student) intellect is exper ience. We try to fill in experience." Spinner says he also tries to eliminate some surprises students may experience with costs, results, and time factors "The average intellect on campus is far above the average intellect in the community, but what does not go along with this intellect is experience.
