Sun power rises in West Architect says passive systems reduce fuel bills By DIANE WINOCUR OMhaCmaraM Unlike most government agencies, Western Sun is work ing to put itself out of business Western Sun is a 13-state branch of the Solar Energy Research Institute, a con gressional^ mandated organ ization that promotes solar en ergy research and development Through projects like the Solar Homebuilders Program in Portland, the program hopes to convince builders that a solar home is a saleable commodity, says William Church, a Portland area architect Church was the speaker for a seminar held at the University in the EMU last week If builders can be convinced that energy efficient construc tion will sell, and if they adopt it permanently, "then they've taken over Western Sun's func tion," says Church Church, a consultant for the Solar Homebuilder's Program, spoke to over 50 people at a forum on "Portland’s parade of passive solar homes " He is an expert in designing homes that passively (without special ma chinery) use the sun's energy for heating Church and another specialist have assisted Western Sun by selecting four architect/builder teams to design and build a group of model passive solar homes Church acts as a consultant to the teams The designer/builder teams were picked for their cost ef ficiency and variety of plans submitted Chosen designs range from a "New England look" home costing $34,000 to a multi-roofed cabin design that goes for about $100,000 What all 12 homes in Port land's new program will have in common is a reduced heating bill, said Church Church showed computer generated statistics comparing I \ \ the New England design with a hypothetical home passing Portland city code standards, or a "code" home The "code" home was $1325 cheaper than the passive solar home But the annual heating bill tor a code house was $550, compared to a passive solar house's $80 bill At that rate, a solar home would What all 12 homes . .. will have in common is a reduced heating bill. repay the investor in 2 8 years, says Church Another suprising statistic, adds Church, is that a home owner's total monthly payments would be lower if his home were of a passive solar design The total monthly bill for a code house is $600, of which $46 per month is energy costs A solar home's monthly costs are about $568 a month plus seven dollars for energy The solar home owner ends up paying $25 a month less, says Church "That's the kind of stuff builders will be happy to tell the I Christmas Savings 1 on SPECIAL DUY! The solar homebuilders program is the second of its kind in the country, says Church. A year and a half ago SERI brought builders and architects together in Denver, Colorado to build passive houses available to the public When Western Sun took on an identical project for the Port land area, their first meeting attracted more than 700 re spondents, says Church.
