Vote-by-mail gets high turnout
SALEM (AP) — Linn County voters defeated
two school spending measures in Oregon s first
vote-by-mail election, but the record turnout
shows democracy works. Secretary of State Nor
ma Paulus said Wednesday
Voter turnout was 77 percent, according to
Del Riley, Linn County elections clerk "I think
we've had the highest turnout in the nation for a
special-district election, he said
Asked if increased voter participation will
make it harder to pass spending proposals.
Paulus said "You re asking if sometimes you can
have too much democracy and I don t agree with
that
She said Oregon and California are the only
states that allow elections by mail The Oregon
law. passed by the 1961 Legislature, applies to
special-district elections in which measures but
no candidates are on the ballot
Paulus said the mechanics of the mailed
voting went smoothly, and about 60 percent of
those voting turned in their ballots earlier than
expected
Signatures were verified before ballots were
counted About 50 voters were asked to come to
the courthouse to doublecheck their signatures
"I'm absolutely convinced that the chance for
fraud is less in this election than under the
prevailing system Paulus said

Their vault, in an old railroad
tunnel in the Santa Cruz moun
tains 70 miles south of San
Francisco, originally was billed
as able to survive a nuclear
holocaust
Today, depositors ranging
from IBM to Walt Disney, from
the Rolling Stones to the U S
Defense Department, keep
records there to ensure their
survival in an increasingly per
ilous world

has been spared the menace of
enemy aggression thus far the
threat grows with each passing
