P.E. department places fifth in national survey By CHARLENE BELL Of the Emerald A poll of the National Association for Physical Education in Higher Education ranked the University physical education department fifth in excellence for the department's graduate and doctoral degree programs Compiled two years ago, the poll is part of a report by Dr John Massengale of Eastern Washington University The rankings were not released until recently because of the politically hot' nature of the polling, says Michael Ellis, physical education department head The poll marked the first effort in the nation to determine the quality of profes sional physical education programs The publishers of Research Quarterly', a journal for physical education and sports, were afraid of insulting the rest of its membership that had not placed in the national ranking, Ellis says The University program had to wait until last Easter for notice when Massengale presented his report at a conference in Seattle he says The rankings were based primarily on two factors the institution's graduate program and facilities, and the quality of research Oregon was the first university west of the Mississippi to offer professional physical educa tion when it began the program in 1920 Since then the denartment has had little trouble main taining a national reputation for excellence, says Dean Celeste Ulrich "Among professionals in the field, the worth of a physical education program is measured by two things, its faculty and students," Ulrich says. "Currently four of our faculty members serve on the American Academy of Physical Education, the most prestigious honorary physical education organization in the nation Our reputation has also drawn a large segment of international students to our program " While the ranking is old, but welcome, news to the department, talks of program cuts force the faculty to view the recognition with a utilitarian perspective The department is planning a com munity outreach program "In SHAPE," an acronym for Sport, Health and Activity Equals Personal Excellence Faculty members will teach community classes in various sports, activity and health disciplines, using any profits to reduce physical education costs for University student "Let's not hide behind the fact that universi ties are competing for student clients as well as resources and grant monies We are most interested in creating a competitive forum So anything that makes it easier for you to compete is something you should pay attention to In a real sense, given this year of budget constraints, the ranking is a motivator to do fewer things, better," Fills savs West University neighborhood considering ‘Woonerven’ plan By RONNIE COHEN Of the Emerald "Crime is going to continue to rise in your community until you get to know your neighbors Troutdale's Police Chief George Haddock warned the West University Neighbors Thursday night Once neighbors know each other the com munity will be less vulnerable to criminals. Haddock said And WUN's plans to install Woonerven — loosely translated from the Dutch, "protected precincts" — in the high-crime section between 13th and 18th Avenues, from Patterson to High Streets, will help neighbors get to know each other, he said Woonerven are obstacles or landscaping arrangements — trees, gardens, bike racks, water fountains, ponds, and basketball courts for example — which are strategically placed in neighborhood gathering spots to slow automobile traffic so cars don't rule the road, but share it with bicyclists and pedestrians The Dutch city of Delft built the first Woonerven in 1976, and since then many West European and American cities, including Seattle, have installed them Most members of the community panel and neighbors who attended the meeting, said they hope to see Woonerven throughout the designated 15-block WUN area within the next year or two WUN, which likes to spell the singular form ot the concept — WUNerf— would use a federal block grant to fund the project. Woonerven provide social advantages, Eugene City Council member Mark Lindberg told the neighborhood gathering There's a social advantage when you're interacting with your neighbors instead of driving around in little units," Lindberg said People who know each other are automa tically empowered " However, before the community can reap the benefits of Woonerven, it will have to sell the concept to the planning department and the city council The community will have to answer questions determining who will be liable — the city or private property owners — for the streets on which Woonerven are built, panel member and Public Works Planner Nathan Duke said So far WUN has failed to enlist enough of the neighborhood's residents — approximately 64 percent students — to develop the WUNerf concept, Lindberg said Lindberg said he believes that the key to the program s success will be in organizing people who are willing to lobby for Woonerven Students who would like to join a committee to work on the Woonerven concept can contact Marshall Landman at WUN, 687-5366 A WEEK AT HOOKERS!
