Students first, athletes second “ Paul Olum “Never before has the writing so vividly been on the wall as to what might happen if it doesn’t fly.” Rick Bay “Many of the propositions set out by the CFA would be beneficial to us.” Rich Brooks Millions of dollars at stake over college football Continued from Page 1B earlier this year and the 61 schools negotiated their own television contract with NBC The contract guarantees every one of the CFA schools $1 million spread over a tour-year period a much larger slice of pie than the NCAA currently gives its members from its television contract The CFA contract with NBC was in clear violation of NCAA bylaws But while the NCAA s hierarchy was moving to counter the CFA s initial move the second CFA bomb exploded in the NCAA s lap The Big Eight Atlantic Coast Conference and Western Athletic Conference demanded a special session of the NCAA be held Then Texas followed by Georgia and Oklahoma, filed suit in state and federal courts, respectively seeking a ruling affirming that the rights to college football games were the property of the individual schools and not the NCAA T he NCAA finally moved to head off the CFA's impending mutiny on Sept 2 when NCAA Executive Director Walter Byers urged a select group of NCAA leaders to call for a special session of the association to address the issue of reorganization Shortly thereafter the NCAA s governance committee issued a series of recommendations for reorganization If adopted they will trim the NCAA s Division i-A to less than 100 members and expand the l-AA membership rolls from 50 to almost 90 schools The key to the CFA s reorganization plan is that by limiting the number of schools in Division l-A — and only Division l-A schools mg appear on television — CFA members narrow the pool of teams available to the networks for broadcasting And with a smaller pool, the CFA teams will almost certainly appear on television on a more regular basis, meaning more money for their football programs The CFA s schools hope to push their reorganization plan through December's special NCAA convention In attendance along with the 137 schools and 13 conferences will be Oregon Athletic Director Rick Bay and faculty representative Wendell Bayse Bay, along with head football coach Rich Brooks and University Pres Paul Olum, discussed Oregon's position on the CFA's reorganization plan and the merits of the CFA in individual interviews with the Emerald ODE: What is your position on the CFA's reorganization7 BAY: Well I support it because I think that the schools that are involved in major college football ought to have the opportunity to govern their own fate I don't think that at a national convention Oregon's or Penn State s or Ohio State's affirmative votes on a major football television package ought to be negated by a school that doesn't play football at all or perhaps plays it only on a very minor level It's a little unfair, and that really was the impetus for the CFA taking off on its own I think the CFA kind of got carried away when it got into a possible television contract situation that as I see it was a violation of the NCAA constitution So now I think the CFA is pulling back The CFA is still part of the NCAA and they are going to wait and see what will happen at this special convention in St Louis OLUM: I'm opposed to the move that the CFA is making because I think it is an effort by big football powers to take over and get more They would be hurting the small schools They would be making rules that favor them There are now restrictions, for example, on the size of a football squad There are various restrictions in the NCAA, and yes, the small schools participate in those restrictions But if there aren't those restrictions, the small schools won't be able to compete at all OdE: If the reorganization plan passes at the NCAA’s special convention, will it mean more television money for each of the remaining 1-A schools?
