Smoking ignites peer pressure By GINGER BARNES Of tw EmaraM The air in the classroom is humid and the teacher is lectur ing on the pitfalls of anxiety You're dying for a cigarette If you light up in the room, chances are the teacher won't disrupt his ongoing discourse to remind you that smoking isn't allowed in University class rooms What may happen, however, is that other students in the room will turn and stare, or dip lomatically suggest that you remove yourself and your cigar ette to the outdoors or to one of the specially designated areas on campus where smoking is allowed Peer pressure usually prevents smokers from break ing the no-smoking regulations, says Adell McMillan, director of the EMU However, offended parties can direct complaints informally to a building administrator or they can petition for a complete rule change through formal procedures, according to administrative assistant Muriel Jackson The smoking regulations that are in effect at the University today were enacted in 1974. the result of actions taken by con cerned individuals and such rallying groups as the Associa tion for Non-Smokers Rights At that time. Jackson says, the University was one of the first agencies in the state to regulate smoking, serving since then as a model for others who want to implement no-smoking laws Oregon Administrative Rules prohibit smoking in all class rooms except in seminar-type classes of 20 students or fewer where no one objects Smoking also is prohibited in some areas between class sessions and is prohibited in all areas where "no smoking" signs are posted Smoking is not allowed in public gatherings on campus such as movies, lectures, meet ings and concerts in campus buildings In private offices, the smoking option is left to the discretion of those in the area In the EMU. areas where smoking is allowed — such as the recreation room, the main dining hall and now half of the Fishbowl — are determined by the EMU board and EMU direc tor Because of a state law passed in 1978 restricting smoking in places of state employment, buildings on campus must provide a smoke-free work and lounge area for their non-smok ing employees This has created some dif ficulty on campus, says Wanda Johnson, former building ad ministrator for Oregon Hall, because there isn't space for separate lounges for smokers and non-smokers Efforts to schedule different break times for the two groups have resulted in somewhat limited success, she says, because the smoke lingers in the room the smokers and non-smokers share Jackson and McMillan both say they feel the issue is a touchy one. but say that so tar employees have been coopera tive and no real problems have ensued One of only a few smokers in Johnson Hall.
