New rule affects veterans Courses after 90 hours must meet degree needs By ANN PORTAL OfSw EnwnM I Veterans who attend the University on the Gl bill must deal with a new reguirement this fall, before they can receive educational benefits The University must provide the Federal Veteran's Adminis tration with evidence that each course past a 90-credit-hour level applies toward the veter an s degree, according to as sociate prof Hilda Young, di rector of veteran affairs and special project coordinator The new requirement grew out of abuses by some colleges and universities, who would "keep vets around" to collect their tuition money, says Bob tell the University's 400 to 500 veterans "this (course) meets the requirement and this (course) doesn t " The new requirement will frustrate veterans, faculty and the registrar s office, who all must deal with the certification, he says It's an absolute nightmare." David Isenberg, University veterans director, agrees the rule will frustrate some veter ans "It's just another Veteran's Administration regulation veter ans have to deal with," he says However, a new system for dealing with the requirement already is in place, Young says, and will be explained to veter ‘What the VA wants is really what the University wants’ — for veterans to get their degrees. Bowlin, dean of students It also is the result of charges that some veterans enroll in classes only to receive the VA's educational benefits, spending up to eight years in school with out ever receiving a degree. Young says "They (the VA) just want to be sure the student is making pro gress toward that degree." she says The University resisted the new requirement. Bowlin says, considering it inappropriate to ans when they file at the regis trar's office to receive their benefits Under the new plan, veterans register as before, but after registration they must obtain the signature of an advisor in their department, certifying that the courses taken will apply toward the degree and spelling out whether the course fulfills a major, general or elective requirement, she says The signed list then is turned into the Veteran's Affairs Office in Oregon Hall It's something new and it's something we all have to get used to," Young says, stressing that the University is complying with the requirement so veter ans can continue to receive their benefits "Part of our business is trying to get funding for students," she says In addition, "what the VA wants is really what the Univer sity wants" — for veterans to get their degrees.
