"My initial reaction is that in formal organizing is what Trudy Flanery Flanery nabs ESCAPE director post Budget cuts will severely limit the ESCAPE field studies pro gram next year, but newly ap pointed director Trudy Flanery says the program will survive. ‘‘The director deals with the problems that arise from within the program, and is there as a representative to the University and community,” says Flanery, who was selected Wednesday night. Approximately 400 students each term earn credits through the ESCAPE program by work ing with community services and public schools. Placements include working with the han dicapped, the elderly, and all ages of public school students. But the credits aren’t free and easy, says Flanery. ‘‘We're just like a college course, and the volunteers have specific min imum requirements to pass. ‘‘ESCAPE is based on experimental learning. You can get out of it whatever you put in,” she says. In addition to supervising the daily operations of ESCAPE, Flanery is responsible for preparing and presenting a budget to the Incidental Fee Committee. Flanery, who served as the assistant division head for the public schools division of ESCAPE, will earn credits and a stipend for her estimated 40 hours of work per week. Renters should work together and build a constituency that would make requiring strong locks and doors more palatable to landlords and businessmen. "Going to a law everytime you have a problem isn't a solution,” he says. Lindberg says the city should wait a sufficient amount of time for landlords to adjust to other recent ordinances, such as weatherization requirements, before enacting another law af fecting housing owners. The Eugene Community Of ficer Patrol Team provides free security checks for home owners and tenants, and Lindberg recommends par ticipation in the program. Several neighborhood organ izations, such as West University, also offer free or reduced cost installation of deadbolt locks. Tenants with security or other problems should first contact their landlords both by phone and by letter, according to the Student Off-Campus Housing Office Copies of all corre spondence should be kept in case proof of notification is ever needed. If the landlord refuses to correct the problem, students are urged to see the legal services office on campus for advise of possible legal action. According to John VanLandingham at the Legal Aid Service of Lane County, Inc., violations of city building codes should be reported to the city building inspector. An in spector will check out the viola tion and then require the land lord to comply with the code either by fine or threat of condemnation. Any violations of the Land lord-Tenant Act must be han dled by the tenant, VanLan dingham says. The tenant can either sue the landlord for not providing “essential” services, move out, or make the repair himself and deduct the cost from the rent. The last solution should be worked out between the tenant and landlord or the matter may end up in court with the landlord demanding full rent payments.
