Public power faces rate hike PORTLAND (AP) — Large public utilities have expressed worry they will have to help fin ance the cost of energy used by the Northwest’s aluminum plants under a rate boost proposed by the Bonneville Power Administration. Utility power managers from Seattle, Tacoma, Eugene and several large public utility dis tricts have objected to the proposed increase at a series of BPA hearings in Portland Gerald Garman of Seattle City Light said the utilities’ concern is not so much with the size of the increase — about 53 percent — as with the “total ineptness which Bonneville has shown for rationally spreading costs to those responsible..." BPA sells power to public and private utilities, which then sell electrical service to customers. But BPA also sells power di rectly to producers of alumin um, other metals, chemicals and paper. If Seattle bought BPA power under the rate proposal, “it would appear we would be sub sidizing the direct-service in dustrial customers of BPA,’’ Garman said. Robert Schneider of the Shomohish County Public Utility District in Washington state said the BPA budget shows that the region finally has reached the point where Bonneville’s re sources cannot meet the demand for electricity. BPA proposed the rate boost in February. It would take effect July 1. The huge industrial rate in creases would be the result of the new Pacific Northwest Elec tric Power Planning and Con servation Act, which estab lished a complex energy-trading process under which the re sidential and small farm cus tomers of privately owned utili ties would receive some cheaper electricity.
