Political science Prof. Har mon Zeigler says Reagan’s plans to remove many federal restrictions from research grants will cause university faculty around the country "to stand up and shout hooray.” “They’ll be astonished to find Reagan's interested in their plight.” The problem of restrictions has grown dramatically in the last decade, Zeigler says. This has resulted in "exces sive accounting of our own time," Zeigler says. "The federal government comes in with pre-conceived notions of how a study should be conducted. Our research is damaged by uniformed bur eaucrats who don’t know what’s going on.” Many faculty members share Zeigler’s belief that "I know better what needs to be studied.” The University Assembly passed a motion last week de claring that Office of Man agement and Budget regula tions requiring “unnecessary” information on federal contracts be changed. Reagan’s plan to abolish the Department of Education won’t alter the federal government's educational role, Zeigler says. “Federal education expeden ditures amount to only 8 or 9 percent of the total education budget. A cabinet office is sym bolic and Reagan is interested in desymbolizing,” Zeigler says. "He’ll probably try to reduce it beneath cabinet status — to something like the National Science Foundation. There’s not a lot he can do anyway.” Reagan’s Secretary of Education appointee, Terrel Bell, probably won’t interfere individually in policy, Zeigler says. Bell, former U S. Commis sioner of Education under Ge rald Ford, once testified before a Congressional committee on the need for a cabinet-level department of education. Tuition tax credits for private schools are sure to be a hot educational issue under Reagan, Zeigler says. A bill in troduced last session by Sen. Daniel Moynihan, D-N.Y., and Sen. Bob Packwood, R-Ore., would allow parents of children attending private schools to deduct the cost on their income tax return. The argument behind the bill is that those sending their chil dren to private schools pay twice — first when they pay public school taxes and second when they pay private school tuition. Reagan supports the propo sal, claiming it would maximize individual choice. Public schools officials are “predictably scared to death,” Zeigler says. Zeigler points out the proposal favors upper-middle class families because only those above a certain income level fill out long-form, itemized-deduction income tax forms.
