Student lobby gears for lower tuition fight By SALL Y HODGKINSON Of the Emerald The Oregon Student Lobby Board of Directors outlined plans Saturday for today’s Legislative work session of the Joint Ways and Means Commit tee on the department of Higher Education's budget. OSL executive director, says the Lobby will ask the committee to use funds already cut from the base bud get to finance SB 451. an ins tructional improvement plan The board also generally supported the program section of the budget and placed priority on library and women s athletic program improvements The board decided that any money cut from the program budget should go toward tuition relief, Bernau says, adding that the lobby also suggests using the $4 8 million in cuts recom mended by the Legislative Fis cal Office to offset tuition increases The board has set 7 percent as the limit for tuition increases The office has recommended a 9.8 percent increase for 1979-80 and 9 4 percent for 1980-81. The board also opposes proposed increases in applica tion and transcript fees. The increases, which would generate an estimated 2.1 million, are unjustified. Bernau says The board will try to amend a bill in the Legislature to outlaw the commission's action, and wait for the attorney general's opinion on the move.
