RARE II (Continued from Page 7) Forest Service economist AJ Fox says the indexes can com bine both dollar values for benefits that travel through the marketp lace, as well as those that don’t. "Willingness to pay is based on either the utility or the indifference to value,” Fox says. “They work fine as long as there’s the oppor tunity to buy or sell something, but outside the market there are no willingness-to-pay constraints, you can get some pretty wild esti mates.” To avoid the exaggerated esti mates that Fox ahd the Forest Service think may come from analyses such as O’Toole’s, the service tried to combine such in tangibles as scenic beauty, sol itude and others that might be foregone if the area were desig nated non-wildemess. “Whether something should be allocated to wilderness depends on other things, besides economics. You can't always come up with a single economic theory that will lead you to the right course,” says Fox. But O’Toole rejoins, “You just need some medium of exchange on all the market and non-market resources. Everything else was in there; they just didn’t have the dol lar values on them.” And it’s these dollar amounts that O’Toole maintains are neces sary. The Forest Service disa grees. “Things that aren’t sold in the marketplace are usually deter mined in the political process in stead,” Forest Service economist Fox says. At least it will be politics that decides the fate of the 62 million acres. “The thing to remember here is that a dual reality is in play,” says Fox. “There's the environ mentalist’s reality of wilderness, but some of that is land that will eventually be harvested and that’s a reality, too. Both groups have it right now and so it’s different from one group taking it from the other.” But just how to decide which lands will be allocated in which way is a question that can’t be de cided with bickering between the economists. And unless their fight can be resolved, legislators will incorporate disputed economics into a decision no one' willfully supports. EWEB works to comply with feds’ energy rules Staff members and attorneys of the Eugene Water and Elec tric Board Monday night told board members how to implement the requirements of last year's National Energy Act. The federal statutes require larger utilities, including EWEB, to establish procedures for setting rates, which would result in energy conservation. Some methods required by the national energy act include time-of-day rates, in which rates are higher during peak periods of ' electricity usage, and interruptabie rates for large industrial users where the user agrees to have their electricity stopped during peak periods. The main basis for setting rates will continue to be the actual cost of providing service. However, the act requires the utility to prepare huge volumes of statistical data showing those costs. In the meeting, the board also unanimously adopted new bylaws and rules of procedure which are loosely based on Roberts Rules of Order, but which also allow the boa id to conduct its meetings in an informal manner. The board also heard a report from its staff on record electri cal usage during the recent cold spell. According to the staff report, 29 of 124 distribution feeders carried greater than desired loads because of record electricity demand by Eugene residents.
