Iran’s shah shifts to army rule
TEHRAN, Iran (AP) — The be
leaguered Shah of Iran put his top
soldier in charge of the govern
ment Monday in a bid to “establish
law and order," but bands of anti
shah protesters responded with
new hit-and-run rioting in this
troubled city and its outskirts.
One person was reported killed
and two were reported wounded
when troops dispersed rioters.

SALEM — Two Condon men failed Monday—for the third
time—to convince a court that an anti-nuclear measure would be
voted upon by Gilliam County voters Tuesday.
The Oregon Supreme Court declined to review a state Court
of Appeals decision that kept the measure off the ballot.
The Court of Appeals had upheld Circuit Judge J.R. Camp
bell, who ruled the proposed county ordinance off the ballot
because it pertained to an issue that all the state’s voters, and not
just those in Gilliam County, should decide.
PORTLAND—U.S. National Bank of Oregon, following the
lead of the nation’s major banks, has raised its prime lending rate
to 10% percent.
The quarter percent increase, announced Monday, takes
effect immediately. A similar hike was announced Friday by First
National Bank of Oregon.
The prime rate which banks charge on loans to their best
corporate customers had been at 10V2 percent at most banks for
less than a week before the latest increase.
LOS ANGELES — The FBI arrested Stanley Mark Rifkin, a
computer expert, early Monday on charges he masterminded a
sophisticated theft of $10.2 million from a bank, then used the
money to buy diamonds from the Soviet government.
Rifkin, 32, was arrested just after midnight at an apartment
nearthe town of Carlsbad, north of San Diego, said Roger Young,
FBI agent in charge of the San Diego bureau.
He said Rifkin had $12,000 in cash and a cache of diamonds
worth $13 million on the retail market.
Earlier, the FBI said that Rifkin, by use of a complex scheme
involving computers and secret codes, illegally transferred $10.2
million from Security Pacific Bank here—the victim of the
theft—to the Swiss bank account of RUSSALMAZ,” a branch of
the Soviet government that handles diamond exportation.
Israelis channel millions
into West Bank housing

cated $32.5 million Monday to
construct nearly 900 housing units
in Israeli-occupied Arab lands, Is
raeli Radio reported. A decision
last month to beef up the settle
ments sparked a controversy with
the U.S. government.
No official U.S. reaction to the
allocation was available im
mediately.

ments and houses would be built
on the West Bank of the Jordan
River and another 230 units were
slated to be added to Israeli vil
lages in the Syrian Golem Heights.
About $3 million would be spent to
link the West Bank settlements by
a new road with Israel proper.

within his authority and only after it
became clear a new civilian gov

The new prime minister, chief of
staff Gen. Gholam-Reza Azhari,
moved swiftly to assert control
and head off the threat to the
shah’s 37-year reign.
Azhari’s government ordered
troops and tanks to ring key sites
in the capital. It also clamped cen
sorship on the local press, radio
and television, arrested five
editors and issued a “wanted” list
for 30 others accused of inciting
public unrest through the news
media. No censorship was im
posed on outgoing news dis
patches, however.
But even as Azhari introduced
his new Cabinet to the shah at
Niavaran Palace, anti-govern
ment mobs were burning and loot
ing businesses, mostly bank
branches and liquor stores, near
Tehran University and in a satel
lite town near the railroad station
just outside the city.
Measles cases
on the increase
PORTLAND (AP) — The
Oregon Health Division reported
Monday that the number of con
firmed recent cases of measles in
the state has increased to 185.
That was an increase of 37
cases over the number reported
last Friday.
Lane County, with two cases,
was added to the list of counties in
which incidents of the disease
have been recorded.
