Oppose 6 and 11 (Continued from Page 1A) payers revolt," would limit all Oregon property taxes to 1.5 per cent of the 1975-76 assessed property value or to a ceiling of $15 per $1,000 assessed value. This would mean about a 40 per cent reduction in property taxes for homeowners and renters alike. Measure 11, a legislative prop erty tax relief alternative, would require the state to pay half the individual's property taxes up to a $1,500 limit. Measure 11 stipulates “equi valent” property tax relief for homeowners and renters, but none for commercial or vacation property owners. Measure 11 would cost the state approximately $525,000 million in lost revenue. Measure 6 would cost local governments about $860,000. The state would not be required to help localities absorb their losses, but some legislators and Gov. Bob Straub have indicated the state would help local services. Gamer worries this significant loss in state revenues could jeopardize the existence of HARRP. If Measure 11 passes and HARRP survives, the 1979 legis lature will have the chore of integ rating HARRP with the state's promise to pay half the renter’s property taxes. Under the 50 percent formula, a renter paying $100 a month rent would receive $102 of relief. If the same renter made less than $15,000 a year he or she would receive up to $328 in relief under HARRP. Grattan Kerans, Democratic state majority whip and Measure 11 supporter, says he feels rent ers and homeowners would both receive the higher amounts. Supporters of Measure 6 say not only would HARRP remain in tact but lower property taxes for landlords would be passed on to tenants in the form of lower rent. However, Ken Bylund, Lane County Tax Assessor, says al though landlords are likely to re ceive relief of about $20 a month, there are no provisions in Meas ure 6 tc make sure landlords will share thetr relief. Under Measure 6 property that changes ownership or has con struction after 1975 will be asses sed at the current market value rather than at the reduced valua tion of Measure 6. “Ten years down the road we could have two identical houses sitting side by side and have one owner pay three-quarters more in property taxes than his neighbor because he bought it after 1975,’’ Bylund explains. An owner of a home valued at $45,000 would pay $512 a year under current Oregon property tax rates. Under measure 6 the same taxpayer would owe $263 and under 11 he or she would pay $268. Some big differences occur in comparing the effects of the two measures' effects on business Chef Fransisco Inc. currently pays property taxes amounting to $66,492 a year. Under measure 11 the owners would pay $70,118. Because Measure 6 demands equal relief to businesses, Chef Fransisco would pay only $19,677. Simi'arly Lane Plywood now pays property taxes of $123,160. Under 11 its owners would pay $125,236 and under 6 they would Day $38,287. Garner believes that overall students will be helped most by voting against both. If people are truly being forced from their homes because of inability to pay their property taxes, the most efficient and logi cal way to help them is through expanded HARRP," Gamer says. GTFF leaders, Edmundson said, were particularly disap pointed at their failure to win con cessions on salaries and health insurance. The University’s salary offer is essentially the same that GTFs would have received with out union representation, and Oregon law prohibits the Univer sity from setting up a health insur ance plan for GTFs because they are less-than-half-time em ployees. However, the proposed con tract represents “no backward movement, Edmundson added. Also on the agenda for the Thursday meeting is a straw vote asking for members' opinions on how the $25,000 health fund should be distributed. in addition, nominations will be taken for various elective offices, including the five officers’ posi tions, four delegates and five al ternatives to the Lane County Labor Council and five positions on the grievance committee. The membership will elect per sons to these offices at the next monthly meeting of the GTFF, to be held sometime in early De cember, Edmundson said. Absentee balloting for the new contract will take place Tuesday and Thursday from 8 am. to 5 p.m. in the GTFF office, located at 868 E. 13th Ave., above the Red Rooster Barber Shop.
