positive and creative IFC relationships with prog rams and people. The Planned Program Budgeting System used last year (much like zero-based budgecng) brought darity and reasonableness to hearings. With minor adjustments it will work even better. Last Spring the EMU Board passed a policy statement, and the IFC unanimously concurred, which would require that the EMU return to the IFC all unspent Incidental Fee Funding at year’s end. This means that about $20,000 of your money would’ve been used to decrease this i/ear's Inciden tal Fee rather than be used to cover Recreation Center and Food Service losses. This is the first time that the EMU Board and Management have strongly disagreed. Your vote November 1 and 2, 8 and 9 really means something. Vote Dusty Rhodes for IFC!!! Perry Buck 1st Year Law If I am elected to the IFC I will not favor any particular interest groups within the University when considering funding requests, but will seek instead to see that all monies are distributed in a fair and equitable manner. I am a 1974 graduate of Grant High in Portland and have attended the U of O for three of the last four years. I received my B. A. in History here last sping and am now starting my first year in law school. My most recent extracur ricular accomplishment was the 1st Year Law Stu dents’ Sylvester Pennoyer Memorial Run, which I helped set up and promote. On behalf of myself I ask for your vote in the upcoming ASUO election. Jay Donaldson Junior, Political Science Because I have a deep-seated interest in the university student community and its well-being, I would feel it an honor to serve the students as a member of the Incidental Fee Committee. I have the ability to devote the time to IFC business that is necessary for effective leadership. The responsible delegation of funds by the IFC controls all ASUO programs It is important there fore to have responsible and dedicated committee members. My platform consists of cost-effectiveness in ASUO activities, while maintaining the high quality of these activities. When evaluating the budgets erf various programs the committee should take into consideration these factors: 1) How many students will be affected by this proryam? 2) How much does the program cost per student for the service? 3) Is the program trying to reach as many of the students as possible9 4) Is the program carrying out a unique function that students could not receive elsewhere? 5) If it applies, does the program conduct proper relations with the Eugene community? After these questions have been answered the committee should be able to act in the best interest of the student body. Communication is an absolute necessity for posi tive interaction between the students, the ASUO. and the IFC for coordinated activites on campus. I have researched problems concerning IFC and with your support 1 will work toward effective communication and fair distribution of funds. As a past member of the IFC, 1 have worked hard in constructing sound guidelines in the allocation of incidental fee monies. Among those guidelines are: 1.) What is the return to the students at the U of O? 2 ) How many people are involved in the prog ram? 3.) How well is the money being spent? The process of alocatirvg incidental fees is a sys tem that requires hard work and dedication I be lieve my past experience on IFC proves that I am a hard worker and I am dedicated to the idea of sensible incidental fee budgets. The Incidental Fee Committee establishes the budget in several ways: •All ASUO programs, old and new alike, must submit budget proposals to the Incidental Fee Committee. •These programs must demonstrate a need for their institution into the ASUO programs, their value to the general student body, and be identified by EMU guidefines asa legitimate student organiza tion. •Since the Incidental Fee Committee is elected from the general student body, student input is necessary for the Incidental Fee Committee to Oregon Daffy Owe raid • I Keep in control! My desire in seeking a position on the Incidental Fee Committee eminates from my experience in dealing with budgets and the ASUO, and my be liefs that the $32.50 incidental fee that each student must pay each term can be better allocated to the many fine programs and new proposals that could better serve the needs of the general student body. My goals as a member of the Incidental Fee Committee and of the ASUO would be: 'To stop the escalating costs of tuition and fees (Incidental fee went from $28 50in 1977 to $32.50 per term in 1978). 'To increase program stability without further increases in the incidental Fee. 'To increase, through enhanced pubfidty, stu dent input. Student input is the total basis for the Incidental Fee Committee, and therefore the sole faction in its operation. 'Eliminate wastes without cutting into program effectiveness. It is important that the Incidental Fee Committee works with a free hand to allocate funds the way the ASUO desires, and if we work together we can accomplish our goaL Your vote is a commitment to these goals. I see the need in this position for someone whose concern is for the students. Someone who encour ages their awareness and solicits their involvement. 1 also believe that because this is a budgetary com mittee it should be run rationally rather than by partisans Finally, I feel I have to run because I know 1 can do the job My first step towards these ideas is to encourage everyone to vote in the student elections on November 1 and 2. DON’T YOU THINK THAT YOU SHOULD HAVE A SAY WHERE YOUR MONEY IS ALLOCATED? As a member of the I.F.C., I see as our main purpose the allocating of student monies among the many fine prxxyams already establshed, or those programs that meet new student needs but are not yet recognized As everyone knows you can not halt the increase of expenditures But they can and must be main tained With the increasing costs of coiege ex penses, I feel that the students should get their monies’ worth A program should not be fully • funded by the I.F.C., but encouraged by the com mittee to raise appropriations for their own pro grams. Since we are elected by the students. I believe that we should evaluate programs by: * how it meets the students’ needs * what size of student membership does it maintain * greater student input on whether programs are effective or not * how well programs enhance the student’s aware ness of the benefits they have to offer. 1 feel that by following these steps, the LF.C. can maintain a budget at a lower level plus increase the effectiveness and function of all programs I feel that I am very capable in evaluating how effective programs meet student needs. 1 am non partial to any organization and therefore will be able to review each program’s budget fairly. I am well organized, very energetic and above all would Bke to see our money allocated better, to where it will maximize the benefits to all of us. Steve Wenzel 1st Year Law As a member of the Incidental Fee Committee I will work for the just and consistent alocation of our student fees. Formulation of the 1FC budget should involve input from existing programs, cooperation with the ASUO Executive and consideration of priorities based on a proyam’s past benefits-to students record. My goal as an IFC member would be to provide maximum support to worthwhile and effective programs while making every effort to freeze inci dental fee increases. As a means to generate revenue from sources other than incidental fees. I would sup>port the crea tion of an EMU tavern. The profits from a campus tavern would elminate the need for what has be come an annual incidental fee increase. My past work experience includes working with muM-mlton dollar budgets in the p>ast 1 have par tidpated in the planning and executing of such budgets in connection with both the United States Government (USAF) and pmvate industry (North ern States Power Co.). Rich Vranizan Sophomore, Business Each student enrolled in the University of Oregon ptaid 33 dollars for the enrichment of cul ture on campus. This culture is made up of the programs, goups and services that the Incidental Fee Committee funds. If the right gouprs are funded the students can reap the benefits of the money they are forced to pay 1 care about how our money is spent I do not Ike to see our money wasted on map propnate programs that do not affect a majority of the campms I would Ike to see more active prog rams for the enjoyment and use of the student body. I do not feel bound by tradition. It is more impor tant that your money be allocated to programs that serve the needs of today’s students, not yesterday’s. After living in Walton Complex last year I know how students feel on many of the campus activities. If a program will fulfill the cravings of a large part of the entire campus and has a strong structure with capable leaders, I will endorse it I have strict requirements that a program should meet before receiving our money: 1) Clear cut descriptions of how all funds will be spent 2) Evidence of strong leadership capabilties within the program must be present at the hearing. 3) Must serve a recognized student body need. 4) A proven track record of program excel lence. efficiency and accomplishment ment Our student programs are important and are of great benefit to each of us, but their cost must be contained. It is my hope that through careful budgeting, program services can be increased without an increased in the budget. So next year the incidental fee will not be so much. We as students of the University have an interest in what goes on*, that’s why I want to be elected. I care about how our money is spent, if you do give me your vote. *We all pay 100 dollars a year as incidental fee. I care how that money is spent. Kevin Chambers Sophomore, Undeclared I am the candidate you will not regret electing. I am honest, intelligent and responsive. No faction of the student population, from the reactionaries to the lunatic fringe, will escape my representation. Politics or popularity are not my motivators. 1 am not without experience in student government as I currently hold an appointed position on the EMU Board and I have served on the Student-Faculty senate for the famed South Eugene Axemen. The Incidental Fee Committee is responsible for allocating a great deed of student monies. Thus, in the interest of fairness toafl students, the committee should seek out the input of as many students and their interest groups as possible 1 propose that the only method to accomplish this would be to raise the consciousness of students by exposing the committee, its members, and the funds it handles through all our media resources, i.e. the Emerald, handbills, and word of mouth. Awareness of the IFC has been its biggest problem and conscious ness raising is the solution. Enough rhetoric! I am motivated to serve by my interest in student government and a desire to see a truly representa tive student government Furthermore. 1 am as tenacious as Dusty Rhodes and I can yell as loud as Janet Eg^eston. For a strong, thoughtful, honest voice on the IFC vote for Kevin Chambers. I will serve with gusto. Page 9 Section B
