Graduate teaching fellows vote to add strike bylaw By MIKE HOPKINS Of the Emerald The Graduate Teaching Fellows Federation must have the approval of at least two-thirds of its members in order to strike, the union decided Thurs day night. The new bylaw, adopted unanimously by the 95 members attending, means that at present member ship levels, fewer than 100 of the 260 union mem bers could block ratification of a strike. Until the amendment was passed, nothing in the group's bylaws governed strike votes. GTFF Pres. Charles Aiker said the union would resume negotiations with the University at 3 p.m. Tuesday. Aiker also said Bill Lemman, the University’s chief negotiator, had notified the union that the ad ministration would present revised proposals on the issues of work load and reappointment. However, Aiker said he expected the University to stick to its most recent salary offer. The GTFF and the University presented testi mony on eleven disputed issues at an August fact finding hearing. The subsequent fact finder s report, a non-binding compromise proposal, supported the union's position on salaries, workload, appointments and reappointments and discipline and discharge. University Pres. William Boyd rejected the re port Sept. 13, claiming “the recommendation for salary settlement simply lies byond the means ot the University.” Lemman later notified the union that the Univer sity also objected to the fact finder's recom mendations on workload and appointment reappointment. Lemman told the Emerald Wednes day that the University had decided to accept the fact finder's proposal on discipline and discharge. In other business at the Thursday meeting, the GTFF adopted resolutions supporting Myra Willard's class action suit against the University and opppos ing passage of Ballot Measure 7, which would pro hibit the use of state funds for abortions. Union members also voted 86-6 to join a suit against the state attorney general ruling the State Board of Higher Education cannot divest itselt ot stock in corporations with business interests in South Africa. Additionally, the group decided 89-2 to oppose passage of Ballot Measure Six in the Nov. 7 statewide election. Measure Six, nearly identical to a measure approved by California voters June 6, would limit property taxes in Uregon to a 1.5 percent increase in assessed value with property tax levels rolled back to their 1975 assessments. Bookstore takes a stand, votes for bond divestment At its first meeting of the year, the University Bookstore board took an unofficial vote divesting itself of $5,000 worth of bonds in volving the TENNECO corpora tion, which does business in the Republic of South Africa. The board members agreed Thursday night at the Black Angus that a change was necessary. Board president Jeff Warren felt University students presented a mandate to the bookstore when they voted overwhelmingly for di vestment of the State Board of Higher Education’s stock in South Africa last fall. Board members were unsure over an alternative to the TEN NECO bonds and decided to delay an official divestment of the bonds until a later meeting. Much of the evening was taken up with a low-key review of the bookstore's operations, including a comprehensive slide show summarizing the store’s daily op erations. Early in the meeting, guest speaker Ehrman Giustina told the board the bookstore has "a repu tation of being very well run, with Grad student found dead A 27-year-old University graduate student apparently died in his sleep Wednesday night, the Eugene Police Department reported Thursday. John Scott West, a graduate student in education, was found dead in a residence at 2790 Elinor St. The body of West who lived at 1548 Lincoln St., was taken to Sacred Heart Hospital, where investigation into his death continues. Cause of the student's death is unknown. Funeral arrangements are pending through England Funeral Home. Museum schedules tours Guided tours of the University Museum of Art will be given every Sunday beginning Oct. 1. Tours will begin at 2 p.m. in the main lobby and will last about an hour. They will be guided by volunteers from the Friends of the Museum Docent group. Both the tours and the museum are open to everyone, free of charge. If the money is not used, the surplus must be turned over to the Univer sity or the bookstore would lose its non-profit status. The bookstore still holds most of the $56,000. At the end of the meeting, Gen eral Manager Jim Williams sum marized some of the issues facing the Bookstore. "We should emphasize estab lishing a direction to move in dur ing the next few years," Williams said. He suggested maintaining effective personnel relations, re fixturing the store and implement ing new cash registers as top priorities for the immediate fu ture. The new cash registers will be linked to a central computer, according to Williams, and will make the retail process much simpler.
