...Of environmental concern By Catherine Siegner The U.S. Supreme Court ruled in June that the Tellico Dam in east Tennessee cannot be completed because it would flood the critical habitat of the endangered snail darter, a one and one-half to 2-inch long fish. The court, in a 6-3 vote, said that the Endangered Species Act is “plain and makes no ex ception” that federal agencies must insure their actions do not jeopardize the existence of an endangered species or destroy or modify habitat critical to the species. The Tennessee Vailey Au thority, which was constructing the dam, had argued that the law did not apply in this case. There’s some good news and some bad news for those of you who detest mowing lawns. The Fruitarian Network of Washington, D.C., a non-profit organization interested in the cultivation of greenery, has come forth with several reasons not to mow your lawn. The Network cites the waste of fuel, human energy, air-purifying vegetation and shade as good reasons to re frain from lawnmowing. It also claims that mowing destroys small creatures, po tential shade, causes acci dents, and supports the big oil companies. That was the good news. Now for the bad. A Eugene City Ordinance exists which does not allow grass or weeds on either developed or unde veloped property to exceed 10 inches in height. The Housing and Commun ity Conservation Department is charged with upholding the or dinance, and will mow property found to violate it for the minimum charge of $38. But don't despair. The Fruitarian Network suggests that even if you cannot forego lawnmowing, you can still further the cause by planting fruit and nut trees, eating fruit products, and tossing the seeds and pits where new trees might grow. The Lane Council of Gov ernments’ Human Resources Technical Advisory Committee will meet Thursday afternoon from 1:30 to 3:30 p.m. in the L-COG Conference Room at the Public Service Building, 125 E. 8th. The major agenda item is discussion of recent county ac tions regarding L-COG and the implications for the future of the Committee. New water samples taken May 10 from the Fall Creek area in the Willamette National Forest showed no trace of 2,4,5-T contamination, accord ing to Forest Hydrologist Jere Christner. Samples taken from the same area in April showed traces of contamination from one part per billion (ppb) to 4.4 ppb. The Environmental Protec tion Agency has set safe drink ing water standards at 10 ppb for human consumption. The most recent samples were analyzed by the Oregon Department of Agriculture Laboratory Services, and re sults were received July 15. The Oregon Department of Fish and Wildlife is dosing the razor clam season on 18 miles of ocean beaches north of Til lamook Head from July 15 to August 31. The closure is intended to reduce the harvest of small clams which are abundant dur ing this period, and to cut down on the waste of clams. Bay clams may continue to be harvested throughout the year, and digging of razor clams south of Tillamook Head will be permitted, the Depart ment said.
