Cogan says Ratepayers paying for nuke power By GREG WASSON Of the Emerald The only anti-nuclear initiative in the nation to pass in 1976 dealt with electric economics in Mis souri. Oregonians for Utility Re form would like to see a similar initiative become law in this state. The Missouri laws prohibits utilities from including the cost of construction works in progress in their rate bases. Utility revenues and customer charges are figured from these bases. It embarrasses me to admit it, but I’ve felt a lot of empathy for Danny in his relationship with Brooke. He's known for a long time she isn’t any good but everytime she offers the treasures below her belt, he responds. But sadness and frustration are pretty high prices to pay for being stroked, and Danny finally told Brooke to hit the road. Some of the plants the utilities are sinking millions of dol lars into might never be built and the money that will be lost will be the consumers, not the utility’s in vestors.” Chris Attneave, a private citizen involved in power questions, talked at a Thursday organiza tional meeting of those who would like to place the initiative on the November ballot. “There’s a real incentive for utilities to go into something like nuclear power because construc tion of the plants inflates the rate base,’’ Attneave says. “Utilities get an absolute guarantee on in vestments they can include in the base.'’ All my children By Glen Ozonewood Anyway, Danny weighed Brooke against his career and de cided her treasures weren't worth mortgaging his future. While Erica assured him she needed an “emotional attach ment” she called before they left and cancelled Tom’s reservation. Of course, they slept together but now no one knows Erica planned on it. It just happened. But...Erica hadn’t counted on Brooke and when Erica and Tom returned to Pine Valley, Brooke plans on being catty as hell and doing what she can to foil their relationship. Dave McTeague, a member of the statewide committee organiz ing the initiative drive, estimates that has been over $100 million spent preparing the sight at Peb ble Springs and the siting certifi cates haven’t been granted yet. It’s spending like this, says McTeague, which caused the measure to pass overwhelmingly in Missouri. “It passed 63 to 37 per cent,” says McTeague, “after the utilities outspent those favoring the initia tive 40 to 1.” Petitioners have gathered about half of the signatures it must get by July 7. If your appearance is too bizarre, half the people will take one look at you and head the other way out of fear.’’ To be placed on the ballot, the initiative must have about 48,000 valid signatures. Because of mis takes, it usually takes 60,000 sig natures to get the needed 48,000. Cogan estimates about 20 per sons have signed up to help and those wishing to join them may call him at 485-4908.
