Jim Hanchett, information officer for the NRC in Walnut Creek, Calif., said the decision on fining PGE would be made by the NRC in Washington after his office files a report. “It could be a substantial civil penalty,” Hanchett said in an inter viewm “It will not be a token. “We have some very serious concerns about the way this situation was handled in the plant,” he said. “We think there was a serious communication problem within the plant between the workers, the shift supervisors and the management. An official of the Oregon Energy Department also has criticized PGE, charging that the utility did not take enough precautions before sending people to an area near an unshielded section of a refueling tube. Steve Loy, information officer for PGE, said NRC officials toured Trojan Saturday and then met with PGE representatives. He said the refueling should be completed Wednesday or earlier and that the project was ahead of schedule despite the two day interrup tion caused by the radiation problem. Two chemical and radiation protection technicians at the Rainier plant were exposed to spent fuel traveling through the unshielded section last Wednesday. Officials said the men did not suffer physical damage. “One of the biggest concerns we have at the moment is the failure of the people working the plant to notify their supervisor and man agement they had a problem and also their failure to notify us in a timely manner,” Hatchett said. He said the NRC regional office was notified the following morning. He said he office should have been informed immediately.
