Carter declares coal talks failure WASHINGTON (AP) — The Carter ad ministration, declaring that collective bar gaining had failed, stepped up pressure for an end to the prolonged coal strike Sunday by saying it would consult with Congress on action to end the walkout. Without being specific, officials said the president was ready to take steps to resolve the strike through “less attractive but un avoidable” alternatives. Sources said Carter is considering three alternatives — invoking the Taft-Hartley Act, calling for legislation to permit tempor ary federal seizure of the mines, or asking legislation for binding arbitration in the 76-day dispute. Asked whether Carter had made a final Officials consider mine seizure choice among the three options, White House Press Secretary Jody Powell said, “My suspicion is he has not.” But another source said invoking the Taft-Hartley Act is unlikely because miners are thought unwilling to obey an 80-day back-to-work order. The announcement of planned consulta tions with Congress came after a White House meeting at which Labor Secretary Ray Marshall and other top officials re viewed the stalemated talks between the United Mine Workers and the Bituminous Coal Operators Association. Carter, who attended a strategy session at the White House Saturday, skipped Sunday’s ses sion. The strike, which began Dec. 6, already has forced some electricity curtailments as utilities run low on coal. Mass industrial layoffs are feared. Marshall’s effort to produce a collective bargaining agreement collapsed before dawn Saturday when the union rejected industry’s revised offer. Since then, Mar shall has been in contact with both sides without an indication that further talks would be helpful. The possibility still remains for the two parties to resolve their differences," Powell said, reading a prepared statement at the White House. However, it is clear we can wait no longer to initiate a process for resol ving this matter by other means. We hope that as this process proceeds, both parties will seriously reflect upon the unfortunate consequences of this breakdown in the col lective bargaining process,” Powell said. Anti-terror unit unveiled BEIRUT, Lebanon (AP) — Guerrilla sources said Sunday the Cyprus terror raid prompted Palestinian leader Yasser Arafat to unveil a commando squad pat terned after West Germany’s anti-terror unit. But, they said, Cypnot authorities balked at using the Palestinian team. The sources, top officials in Arafat’s Palestine Liberation Or ganization (PLO), said a Cypriot plane had flown 14 of the PLO's 200 anti-terror commandos to Cyprus, but too late to be of use in ending the terror incident. A Cypriot government spokes man in Nicosia declined comment on the entire report. The sources said Arafat was outraged when two gunmen cal ling themselves Palestinians raided a gathering of Afro-Asian People's Solidarity Organization delegates in Nicosia Saturday and killed the Egyptian secretary general, Youssef el-Sebaei. William Proxmire, D-Wis., said Sunday. Commandos storm jetliner LARNACA, Cyprus (AP)— Egyptian commandos defied the Cyprus government and charged through Cypriot gunfire Sunday night to storm a jetliner and free 15 captives held by two Arab ter rorists. The self-proclaimed Palestinian guerrillas surrendered to the plane s crew during the assault and the hostages were freed, a pilot reported. Witnesses said at least 15 Egyptians were killed. It was not known if any hostages were injured. Both terrorists were captured and one was wounded, Egypt’s official Middle East News Agency reported in Cairo. The Egyptian raid triggered an angry exchange between the Cypriot and Egyptian govern ments. Cyprus said the attack caused needless bloodshed just as the terrorists were preparing to free their 11 hostages and the four crewmen of the Cyrpus Airways DC-8. The senator, a frequent critic of military spending practices, said the two military services trans ported the civilians to 31 different bases. Proxmire said the so-called orientation trips “are a clear case of lobbying of local citizens for military programs.” On Air Force trips, he said, the briefing given civilians included the Air Force position favoring production of the B-1 bomber, which President Carter has can celled. Proxmire said the cost of the program is probably higher than $42,000 because the Air Force declined to provide specific fig ures on the cost of jet transporta tion. The Air Force maintains the planes used for the flights would fly the same number of hours with or without the program, a state ment challenged by Proxmire. There was no other immediate comment on Proxmire’s criticism from the two military services. Proxmire noted that the Army cancelled a similar program fol lowing the airing of a CBS televi sion documentary called the “Sel ling of the Pentagon” several years ago.
