Carter concludesj travels, to meet economic heads BRUSSELS, Belgium (AP) — Pres. Carter ends his current seven-nation tour today with a bow in Brussels to the group of countries that underpins U.S. foreign policy — Western Europe. "The commitment of the Ameri can government and people to the security of Europe is absolute," he said in Paris. In Brussels he scheduled six and a half hours for visits to head quarters of the European Com mon Market and the North Atlantic Treaty Organization, along with talks with King Baudouin and Bel gian officiate. He will be the first American president to visit Beriaymont, the 13-story steel and glass head quarters of the European Com mission, which runs the Common Market. He will confer for nearly one and a half hours with Pres. Roy Jenkins and the 12 other commissioners in their offices on the top floor. The commission speaks for the House ethics panel seeks Tongsun Park WASHINGTON (AP) — The House ethics committee is seek ing a voluntary agreement for Tongsun Park to testify before it, but is not withdrawing plans to subpoena him if necessary, Spe cial Counsel Leon Jaworski said today. Park, the businessman-host accused of trying to buy congres sional favors for South Korea, has agreed to questioning in Seoul and to return to Washington to tes tify in Justice Department pro ceedings. But he did not agree to answer questions in the parallel inquiry being conducted by the committee. The South Korean foreign ministry said plans for Park’s tes timony to the Justice Department might be jeopardized if the com mittee insisted on its subpoena. Foreign Minister Park Tongjin, no relation to Tongsun Park, said in Seoul that he did not consider the congressional subpeona a subject for new negotiations be tween the two governments. Nuke challenge rejected CONDON (AP) — Gilliam County commissioners have re jected a challenge to Portland General Electric Co.’s conditional land-use permit for two nuclear reactors near Arlington. The commissioners Wednes day afternoon upheld the County Planning Commission s earlier approval of the Pebble Springs nuclear power plants on land that was zoned for agricultural use. The Planning Commission ac tion had been appealed by 17 area residents. They argued at a hearing last month that adequate consideration had not been given to social and economic impacts or to prepayment of taxes. They also contended that groundwater studies were needed. Until that announcement, the Ber laymont meeting promised to be uncomfortable. Europeans had been pressing U.S. authorities to do something because the situation was making American goods cheaper and more competitive, contributing to unemployment and recession in Europe. Now the visit will give Jenkins, a former British chancellor of the exchequer, more of a chance to air his pet plan for bringing the Europeans closer together and stabilizing currency exchanges: a pooling of pounds, marks, francs and others into a single West European currency. ,-World at a glance-^ Rainstorms drown drought SAN FRANCISCO — Gale-driven rain and snow showers pounded California again Thursday, further swelling hopes that the two-year drought may have lost its clutch on the state. “We are looking good,” said Alex Cunningham, deputy direc tor of Gov. Edmund Brown Jr.’s Drought Emergency Task Force. “This storm has dropped significant amounts of rain in northern California and snow in the Sierra. But we are not out of the woods yet." He said reservoirs remain drier than last year despite the parade of Pacific storms that have marched through California this winter. Dollar snaps out of slump LONDON—The dollar made a dramatic comeback in world money markets Thursday after the United States government bought dollars on the open market to snap the currency out of its year-long decline. But some foreign exchange dealers called the dollar’s revival a “knee-jerk” reaction to U.S. intervention in the markets and said it could be short-lived. They said the causes of the dollar's troubles, such as a foreign trade deficit that could total $27 billion for 1977, still remain to be dealt iwith. . Hays may stage comeback ST. CLAIRSVILLE, Ohio — Former Rep. Wayne Hays said Thursday he’ll “run for something” in 1978, two years after leav ing his seat in Congress in the midst of a sex scandal. The 66-year-old politician, whose career in politics began in 1939, said he will “make an announcement around the first of February. “But what office it will be I have not made a firm decision yet,” he said. Hays, who resigned from Congress Sept. 1,1976, said he may run for the Ohio Legislature, in which he served as senator 1941-42.
