He says that last year's close vote has rallied the opposition in the major football schools in the Big-8 and Big-10 conferences. But, Boyd says passage of "need" legislation "is inevitable, if not this year then in the future The only question is when.” Boyd says. "There is no way universities, except for a handful of superpowers, will be able to continue support of major sports at present levels and maintain minor sports." In addition, increased funding for women’s athletics must be found, he adds. He says the University is pres ently seeking income for athletics from a number of sources and the "need" legislation would help a great deal. Boyd will make the trip, to the NCAA Convention in Miami, the first he has attended, "to work for its passage." The greatest sources of opposi tion to the proposal are the major football and basketball powers, principally schools from the Bg-10, Big-8 and a few indepen dents, Boyd says. “Their purpose is financial. These schools would not be well served by limiting full 'hdes. " Because these schools enjoy a financial advantage in ath letics, “keeping full-ride grants al lows them to have a higher quality of football and basketball than other universities.” Another argument from the op position, Boyd explains, is that limiting full rides to those with need will increase recruiting viola tions and under-the-table money. Boyd does not believe this will be a serious problem. He says this "would be a sad commentary on athletics to believe that the same high ethical standards maintained in academics could not be upheld in athletics,’’ adding that ‘‘we should be prepared to do what is necessary to maintain ethical standards.” Boyd is currently lobbying to ob tain support in the Big-10 but has had no success. In an effort to change the situa tion, Boyd has asked ASUO Vice-Pres. Jamie Burns to contact student associations in the Big-8 and Big-10 in order to enlist their support. Burns says he has drafted a let ter which will be sent to student associations at all other Pac-8 schools for signing. The letter will then be sent to student associa tions in the Big-8, Big-10, and at Notre Dame.
