The proposal was cosponsored by the Oregon Stu dent Lobby (OSL) and the ASUO. But the Board Committee on In struction, Research and Public Service Programs verted in favor of another OSL-ASUO initiated proposal introducing student par ticipation in post-tenured review of faculty members A compromise motion, how ever. diluted the remainder of the second proposal, which was de signed to clarify the role of stu dents in decisions concerning the re-appointment, promotion, te nure and post-tenure review of in structors Although State Board guidelines previously dictated student involvement in all but post-tenured review, they do not define that involvement specifi cally' Currently, the guidelines simply require that appropriate student input be included in such decisions. But at some institu tions. and at some departments here, appropnate student input consists of no student input ex plains Mark Cogan. ASUO vice president for state affairs ‘That's what we want to change The OSL-ASUO proposal said student input into the decisions regarding faculty members shall include, at a minimum letters from students, student evalua tions of instructors and appoint ment of students to personnel committees The board staff opposed spel ling out student involvement in that manner, on the grounds that determining the exact nature of student input is best left to the individual institutions. “That ap proach is generally consistent with the boards way of working with the institutions,” according to staff recommendations to the committee Committee members Betty Feves of Pendleton and Jane Carpenter of Medford agreed with the staffs recommendation, but Marc Maden of Portland and Ed Harms of Springfield said they generally supported the student proposal Harms proposed the com promise motion after a 2-2 vote, because in cases of a tie the committee sends no recommen dation to the full board He sug gested rewording the proposal, stating student involvement may include, but not be limited to, let ters, evaluations and appointment of students to personnel commit tees Although the compromise mo tion passed unanimously. Harms said he didnt realty support rt. and doubted whether it would have any real effect because of the loose wording Both Cogan and the OSL con sultant. former ASUO Vice Pres Kirby Garrett, were disappointed with the compromise "We re fairly progressive con cerning student participation in fa culty evaluations here at the Uni versity, explained Cogan, “espe cially in the Schools of Education, Music and Architecture and in the Economics Department But for some of the other institutions, where they're not so progres sive, a revision in State Board policy is really needed, in his opin ion. “We hope to do better with this at the next board meeting, though,' he added At a meeting of another board committee the previous day (June 21), the OSL and ASUO represen tatives succeeded in obtaining a postponement of approval rejection action concerning inci dental fee guidelines for the seven state institutions until July 20. Ac cording to Garrett, the Committee on Finance and Administration merely acknowledged the guidelines were currently in oper ation; "it did not approve them The student groups requested the postponement because they were not notified until one week before the meeting the incidental fee issue was on the agenda They were unprepared to fully present their opinions concerning State Board incidental fee policy on such short notice Currently, the board policy au thorizes student government rep resentatives to meet with the pres ident of their school to formulate guidelines for budgeting and al locating incidental fees But this policy." says Garrett, does not recognize that students be in volved in the actual campus deci sions regarding incidental fee al location — only that they be in volved in establishing a formal process" for making those deci sions "Inclusion in that process doesn t necessarily follow "Here at the University. Garrett explains, "our Incidental Fee Committee is made up entirety of students But at some of the other schools, there are instructors, administrators and even classified staff on the committees At the up coming board meeting we ll pres ent our thoughts regarding a more responsible board statement on incidental fees as far as students are concerned."
