DA position attracts senator By TOM JACKSON Of the Emerald Democratic State Senator Betty Browne says that morale in the Lane County District Attorney’s of fice is “extremely poor.’’ Browne, an attorney, presently holds the senate seat for District 22, which includes all of Lane County, except for Eugene Springfield, and the northern part of Douglas County District Attorney Pat Horton re ceived a barrage of criticism from Browne Monday in a discussion at the University, particularly for of fice spending, poor record of vic tones in homicide cases, and his alleged spending of state money for personal gam She says she will make the spending for personal gain an issue in the campaign, because "the use he has made of taxpayers' money to generate his own income is unethical. I think that kind of thing is wrong.’’ According to Browne, the budget for the office last year was $750,000, and Horton is asking for a 60 per cent increase for the com ing year. She cited his spending for personal use and the "ex travagance” of having seven in vestigators in the office as reasons for the large increase in costs. Another of Browne’s criticisms of Horton is that "he has been out Betty Browne of the office so much he’s not on top of the cases." One of the problems confront ing the DA’s office at present is a high turnover rate. Browne says "one of the things Horton prom ised was to stop the turnover in the office. But the turnover problem has never been worse.” Browne, who says she is going to put an “all-out effort into the primary race," said that one of the problems she expects to en counter in her campaign is a lack of knowledge of the functions of the office. She feels one important part of her campaign is to "explain what the job is." She believes one change she would make if elected is to have “career prosecuters in the office — somebody who will stay with the office." Browne also spoke against the death penalty and added she is opposed to gun control because it is not "realistic." The 1990 Plan, as it stands now. is slightly out of date and some important issues such as “opportunity areas" are loosely defined. Miller says. He adds that public input is needed to point out issues the community wants dis cussed or included in the plan.
